The national government recognises that local governments are more able to manage the adoption process within a cultural context and are perfectly capable of delivering a service which ensures the safe and appropriate placement of children. However, the service must be delivered in accordance with countrywide safeguards which aim to eradicate prejudice and intolerance. |

Message | The MLTP concurs. There should be national regulation, or none at all. Local regulations could easily be manipulated to prevent minorities, etc from adopting. ((Much like in the southern US, local voting registration tests used to often be used used to prevent blacks from voting)). |

Message | We do not see what advantage this brings. The national law simply says that no discrimination shall be permitted in adoption procedures. It does not impose any other conditions. Why do we need this law, unless we are planning on allowing some areas to discriminate. This option is now forclosed by the wording of the bill, so why bother with the law at all? |
