| The Pattern Party wishes to see the following modifications enacted to the operations and laws set forth by this government so that there will be a glorious future for the entirety of Selucia. Foreigners, as defined, are those whom have a citizenship other than our own. As such, there are a number of Selucians who are ethnicly and genetically our breatheren, but who's parents or themselves or their ancestors left Selucia in the past and whom are presently citizens of other nations. By allowing ethnic Seluicans who by their citizenship status are foreign, or foreign born, to reenter Selucia, we open our arms to our brothers and sisters once more and they are allowed to return to our great islands. We here by establish then the right of a certain number of ethnic Selucians to return to their motherland each year. That number shall not exceed one hundred thousand in number. |

| Message | We heartily agree with your reasoning, but we believe the proposed method is incorrect. Rather than allowing them to enter our Empire as foreign nationals, we believe they should renounce allegiance to their former nation beforehand, and become nationals of the Empire. We would propose the following: 1. An ethnic Selucian living outside the Empire may apply to the Imperial government for automatic registration as an Imperial National. Upon confirmation of ethnicity, he will be granted Imperial Nationality. Assumption of Imperial Nationality is automatically equivalent to renounciation of prior loyalties to other nations, which shall be communicated by the Imperial Government to the foreign nation. If residence is no longer granted to the National in question, appropriate transfer arrangements will be made to allow the Selucian to enter the Empire. However, he may not vote, or hold public office, until he has lived within the Empire for a continuous 500 days. 2. After the specified time is up, the individual will become a full Imperial Citizen. As we do not consider ethnic Selucians to be 'foreigners' we reject your proposed change in law, but will enact our own proposal to see that the fundamental basis of our appeal is passed, as we agree with the Pattern Party in principle. |
