Current: Adoption is strictly regulated by the government. Only by passing several tests and by following an intensive program applicants can adopt children.
Proposed: Regulation is used to screen out only those with a previous history of child abuse.

| Message | No. These kids are vulnerable enough, they don't need to end up in an abusive family (and there are surely plenty of abusers who don't get 'picked up' until it is too late). This is fairly light regulation, and should at least deter those with less than alruistic motives. |
