This resolution shall pass this Legislative Nomos

The Totalitarian Chamber of the Hegemonic Empire of Solentia does hereby resolve to issue
THIS LEGISLATIVE NOMOS

This Nomos shall:

1. Create an ad hoc sub-committee of committee 000: NatSec for the purposes of:
*Detection of emergent threats against the Homeland, its Dependencies, and any interest of the Empire, foreign or domestic.
*Deployment of a variety of agencies, including but not limited to a new counter-terror regiment of the Solentian Army, national or local police forces, and military and civil intelligence for the purposes of:
- Destruction of the agent(s)
- Detainment of the agent(s)
- Arrest and prosecution of the agent(s)
*Securing the Empire against intelligence operations of hostile foreign powers, with the identification of these nations falling under the potestas of MiniForeAff.
- The sub-committee shall identify and follow any of the three aforementioned protocols to process individuals affiliated with hostile foreign powers identified as engaging in espionage against the Empire.
- The sub-committee is hereby authorized to direct any of the aforementioned groups toward this end.
- In the event of a diplomatic conflagration over such counter-espionage operations, the sub-committee shall transfer its oversight and all authority over the operation to MiniForeAff, which shall have the responsibility to resolve the crisis in an expeditious and peaceful manner.
2. Grant this ad hoc sub-committeethe power of law to:
*Use whatever means necessary to acquire necessary intelligence to oversee its operations, including subpoenas, various types of surveillance, public and private records.
*Order full funding as part of budgeted funding for the MiniDef.
3. Direct this new sub-committee to pursue:
*Military threats against the citizenry.
*Military threats against notable members of the Imperial government and military
*Threats designed for any of the following purposes: deception of the people, the creation of panic, the creation of civil unrest, and the publication of libels and slanders.
*Any threat against the Empire enumerated by the Chamber, the supervising Committee, or the sub-committee.
4. Place the actions of the sub-committee under the supervision of Ad Hoc committee 000 and above that the Chamber, following increasing potestas of the respective bodies.
*MiniIntAff shall provide advisory service to the sub-committee and any of its oversight groups in the strategic and logistical realms exclusively. It shall involve itself in the tactical or operational affairs of the sub-committee.
*MiniForeAff shall provide relevant target information and a list of hostile foreign powers to the sub-committee on a biannual basis. It shall involve itself in the tactical or operational affairs of the sub-committee.
5. Place Ad Hoc committee 000 under the leadership of a Joint Administrative Bureau (hereafter known as a JAB) comprising of 3 Outer Party and 2 Inner Party officials from both the AMPSP and the STF
- Members of the Inner Party are not physically required to attend sessions of the JAB and may present themselves via teleconfrence, proxy, or any other convenient medium.
*This does not apply to Outer Party members.

MessageI am very pleased
except for these few things:

1. The ADHOCOM 000 is a chairmanless Committee, so all parties have an equal vote: this is not permissable
Therefore, I propose that ADHOCOM 000 be made under the joint chairmanship of the AMPSP and the STF

2. In order to last in the long run, the ADHOCOMs must not have more nominal power than the legislature, since the legislature shall always prevail "de facto" in any dispute. Thus, we must preserve the prime potestas of the Legislature and simply allow our own auctoritas to lend the ADHOCOM 001a true, reasonable power.

In all cases, the Totalitarian Chamber shall have the right to alter, reform, adjust, create, and terminate activities of the sub-committee and override the decisions of all other supervising agencies."
