Whereas, Likatonia is now tragically dependent on other nations' arms sales to obtain weapons, even conventional weapons, We hereby propose that for the security of Likatonia and its citizens, we reinstate the old policies of having public and private defense contractors, and additionally, make provisions for Civil Defense. |

Proposal[?] to change Civil defence is the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing.
Old value:: The government makes no provision for civil defence.
Current: The government builds and maintains a network of shelters across the nation.
Proposed: No new buildings may be constructed unless they feature provisions for civil defence.
Article 2
Proposal[?] to change The nation's defence industry.
Old value:: Defence industries are banned.
Current: The state owns all defence industries.
Proposed: The state owns national defence industries but these exist alongside privately owned defence industries.
