We think that the idea of keeping adoption in private hands needs a second look. While we don't really like the proposal for a test, we would like background checks and some documentation, to ensure that children are not being adopted by child molesters or other shady elements |

Old value:: Adoption is regulated by private, recognised organisations.
Current: Regulation is used to screen out only those with a previous history of child abuse.
Proposed: Adoption is strictly regulated by the government. Only by passing several tests and by following an intensive program applicants can adopt children.
