The Non Aligned Movement Treaty

Preamble: For the purpose of creating a movement of comity and cooperation amongst the nations of the world, without regard to status, polar alignment, or collective security commitments, the Non Aligned Movement adheres to the principles listed below. Principle 1: Member states do not align with or against any major power, or major bloc. The goal is to preserve international peace without resort to great power politics, and to allow for countries to preserve their sovereignty and independence free of pressure from miliary or diplomatic coercion from great or major power states. Consequently we will not support joining collective security arrangements led by major powers. Principle 2: Mutual respect of each other's territorial sovereignty and integrity. We will not interfere, or join with others who wish to interfere, with a nation's sovereignty within its own borders. Members will also not join with major powers or major blocs to seek to interfere with sovereignty, or to alter the regime or government of any member state. Additionally, we will not participate or assist in the partition of another member state's territory, or the permanent occupation of that territory by any other state. Principle 3: Mutual Non Aggression toward member states. We will strive to remain perpetually at peace with all other member states. This includes refraining from military operations, and from joining into military operations against all member states. This provision supersedes all collective security agreements that would seek to drag a member state into a war on behalf of a larger power or a power bloc against a member state. All member states reserve the right, as a sovereign state, to apply diplomatic and economic pressure to encourage a change in policy in any other state, including member states, but the use of force or the threat of force is expressly discouraged against any other member state. Principle 4: Mutual Non-Interference in domestic affairs of member states. We as members will not seek to, or assist any interference in the internal affairs of member states. We will not participate in covert operations or spying against member states. We will limit all intelligence operations in member states to the passive collection of publicly available information on persons and things, and will not seek to tamper with political processes, or align with or against any opposition groups within the civil society of a member state. We will not foment coups, destabilization or regime change. And we will never act as an agent on behalf of a great or major power or major bloc against the government of a member state. We will only participate in internal affairs of any member state when publicly welcomed by the government of the member state itself. Principle 5: Mutual Benefit of all Member states We will never act in a way as to divide ourselves against ourselves. In other words, what we demand for ourselves, we should also demand for all members of the Non-Aligned Movement. And what we would deny to any other member state, we should only do that if we are willing to deny that same thing to our own selves. The Non-Aligned movement should work to see the benefits of peace and prosperity are enjoyed by all member states, and should work on behalf of the benefit to us all. Principle 6: Respect for Human Rights, Human Equality, and Justice for all people. We must strive to build a world based on basic concepts of human rights. So while we do not interfere in the domestic affairs of any other member states, all member states should strive to build nations where nobody would ever have any cause to interfere. This includes respecting the basic political and civil rights and liberties of the people, as equals to one another across their society, as well as striving to provide basic means of existence to all people, as a minimum, as well as treating all ethnic and racial minorities as equal, in terms of civil and political status, to all other groups in the society. We should strive to be of better quality, than those states who exist by means of inequality, oppression and division. We should also strive for a world that is environmentally sustainable, without precluding necessary or essential economic activities, because the actions of one state always have the potential of affecting the environments of other member states, and stewardship of the environment therefore protects the relationship between member states. Principle 7: Respect the national liberation efforts of people in colonized and imperialized areas. Such as they exist, we should always view colonization and imperialism as extra-sovereign activities, and support the right and the ability of colonized and imperialized nations to liberate themselves. We as member states, should not seek to acquire, nor control, nor maintain any sort of colony outside of our own national territory, nor should we seek to dominate, politically or economically, the structure of any other country or nation in Terra. We recognize that all nations have the right to self determination, and the right to say what sort of government they would like to have, and most especially in areas which are controlled by alien elites. If you agree with these principles, you are invited to join the Non Aligned Movement and build a new power arrangement for Terra. Articles of Enactment: Article 1 This is a treaty of free association. Any state may join with the standard treaty approval process of their particular country. Any country may freely leave following the standard process of their respective nation. As long as a state is a member, they will strive to abide by this treaty and act according to its principles. Article 2 Non Aligned Summits will be held periodically, with the executive committee being elected by all member states who get three votes per member state to cast as they prefer. The executive committee has the power to make decisions between summits for the Organization. All decisions made by the executive committee must be ratified by the Summit in regular meeting. The Executive Committee has the power to veto any resolution that violates any of the principles- A veto stands unless overturned by unanimous vote of the Summit as a whole. Article 3 The Summit is the highest legislative body. It is the final say in all resolutions for the Organization. The Summit as a body has the power to introduce and approve all binding and non binding resolutions. Membership implies willingness to conform to the decisions of the summit. If the Summit overturns a veto, that will trigger immediate new elections for the Executive Committee. Article 4 The summit has the authority over all membership. A member can be thrown out of the body for egregious noncompliance with either the Principles in this Treaty or binding resolutions of the Summit. This Treaty may not be altered: in the event that an amendment needs to be made, it may be proposed by the Summit and a new Treaty drafted that would supersede this Treaty. Article 5 The Summit may designate any additional committees it deems necessary and proper to carry out all resolutions. Article 6 There will be two categories of Membership. * A Member State is a state who ratifies the treaty within their respective national legislature. Non-State entities may not fully join the NAM, as they lack the institutional capacity to ratify the treaty in a national legislature. Only Members shall have the right to propose resolutions, vote on resolutions and ratify acts of the Executive Committee. They may also be nominated to sit in the Executive Committee or any other working committee. Member states shall also agree among themselves a fee structure to allow the work of the NAM to be supported. If a mandate is unsupported by free contributions from Member States, the mandate will not be fulfilled. * An Observer is a state or non-governmental entity that wishes to affiliate with the NAM on a limited basis or for a practical or specific reason. Observer States may send representatives to summits, may participate in discussions of committees (except the Executive Committee), may address the summit, but may not vote, in either the summit, any committees, or in the Executive Committee. Observers are welcome at all public meetings and summits and may even lobby the NAM for action. |
