The Financial Minister Adlai Stevenson proposes to adjust the government's spending budget to better address the economic and social situation of the United Jakania.

"United Jakania's fiscal status as of 2370 is most excellent. We are in a large surplus suitable to our nation. We have made reforms and revisions throughout modern Jakania's recent history which have put the country's financial ability remarkable. This is very good for our youthful nation (in terms of liberation).

However, there is undoubtedly needed change. This surplus we have is ample and there is room for spending. We propose to allocate funds to areas of the budget that are underfunded by others to a large extent and do not suit our current economic condition. While we must be cautious how we spend our funds and taxes, we must also be careful not to horde all the money away out of the eyes of the people forever. It is the government's responsibility to spend revenue collected and use it for what they believe is in the people's best interests.

We have considered changing the budget that we have in place for some time now, but have decided not to every time because of Jakania's possible war entry. It would now seem that war is not likely to happen, nor is any sort of military intervention.

We generally have increased funds in each sector of the nation's spending. The importance of keeping our nation financially liquidated in all fields rather than a few select is crucial for a unified and working country. There has been only one cut back, and that is in Defense. The Supreme Council has stalled in its "Decaration of War" and we no longer feel war has any strong potential. With the Solentians being pushed increasingly further back, Wantuni has had liberation in key areas and a new free and democratic government has been elected to power. Therefore, the dramatic increase of a doubled defense budget should be altered slightly so that its division in financial status isn't overly excessive in comparison to the rest of the budget spending. As parties may know, our defense budget doubled from 10,000,000,000 JAK to 20,000,000,000. With the minor changes we have emplaced in the nation's defense budget, we still are allowed a strong military without as much excessive spending.

Over all, with this new planned budget, Jakania should be placed back onto a more fitting National Budget for our present day country. We hope that all parties as well as the nation will agree.

MessageI think this is a reasonable budget proposal, as you said, we are in a, I dont know what was it, 92 billion JAK surplus. We have more than enough funds to increase spending

MessageThis budget is a step in the right direction, but currently our government provides very few programs. Naturally, this is something that we must change with utmost urgency.

On the flip side, with taxes, we have a suggestion for greatly boosting revenue: abolish the corporation tax. In theory it was a great idea that we supported in full, but after several years of monitoring the scheme and that of our neighbours, we have concluded that our nation's economy isn't developed enough for corporation profits to be in anyway significant. We recommend scrapping it entirely and replacing it with an income tax. We estimate that even a low income tax of even 5% would bring in revenue of a much greater quantity (we can not calculate exactly without a trial, but we estimate it would at least be double) than our current corporation tax. Naturally, we still oppose the taxing of lower incomes, but regardless we feel an income tax, even if only applied to the higher wage brackets, is better suited to our current economy.

We present these findings to the current Finance Minister for his consideration.

MessageWe will not get rid of the corporation tax as a whole all together. We would not support that movement nor would we introduce legislation to do so.

However, we do thank the J.L.S. for reminding us to speak about this. Yes, we do agree that the corporation tax is highly excessive in the state it is in currently. We do not feel there is a need to abolish the whole system of tax all together, but we do believe it is time to lower it a great deal.

The corporation tax served its purpose well in the early days. It freed the nation from a massive deficit and brought United Jakania back on its feet. Now, we have potential problems from a corporation tax that may hurt economic systems. That is why we propose lowering the tax by little more than half, reducing it from its current value anywher in the range of 20% - 10%. But, this is a topic in a different debate we shall bring up.

Once again, we thank the J.L.S. for bringing this up. The Minister of Finance Adlai Stevenson is currently at work creating a new corporation tax.

MessageThis budget proposal is a step in the right direction for Jakania because it increases spending in essential areas such as education and the environment. It is greatly important for Jakania to invest money in its youth since they will one day lead this nation.

However, we disagree with slashing defence spending. We believe it should be increased slightly to protect Jakania from any future war threats. An increase in defence spending will also protect Jakania from harmful acts of terrorism. A secure state of security is crucial as it provides for a stable govenment and economy.

MessageIt seems to be unnoticed that we cut Defense from 20 billion to 18 billion. If that is what you call slashing and feel that we will be unsecure now, you should have been scared by the most recent budget proposal made by the majority that cut spending in most fields except defense. We feel that defense is important, but it is dangerous and useless when overfunded.

We are sure that 18 billion JAK is going to get the job done without problems. Perhaps it should way upon you knowing that defense equals all of the HoG spending, Finance, Foreign Affairs, Internal Affairs, Environment & Tourism, and Agriculture with a little left over to spend. Compared to the rest of the budget (These named equal 6/13 divisions within the national budget...), Defense is most certainly adequate. Only a war involved nation needs this, and it would depend on what scale. We have a very large spending and must say there is no need to worry about "terrorists overruning the country" when we have 18 billion JAK underneath our belts. If we ever need to we can increase it. But as the L.D.P. stated earlier, we are against over-excessive funding for the military when it need not be. And, we do not need to pour extra billions of dollars into a part of the budget that does not require the spending.

MessageWe feel that a surplus is not an invitation to increase spending, it is instead an invitation to decrease taxes. Therefore, we cannot approve of these unnecessary drastic increases.

MessageA surplus should be spent because the money that makes up a surplus is all the revenue the government collects. In turn, the government must and should use the money to take care of its people. We will have money left over, but with this budget proposal we will spend part of the money instead of just keeping it locked up while staring at it and saying "Wow, don't you just love it when the government hordes all the money away for itself for no reason what-so-ever?"
