Introduction Explanation:
This Resolution would install a necessary process implemented upon the Supreme Council of the United Jakania in regards to any Ministry Appointments made by a registered party in the Supreme Council for the national Cabinet.

Section I: Cabinet Processing

Article 1) When a new cabinet proposal is introduced to the Supreme Council, parties inclusive of the proposed ministry must list all appointees for their respective seats.

Article 2) Cabinets can only be passed into effect if all ministry appointees are involved in hearings to the Supreme Council's satisfaction. If a Cabinet is passed without appointee confirmations, the Cabinet is to be overrided by law as non-existent. If a majority to repulse the Cabinet cannot be reached, the government must cease to acknowledge the present entities functioning. Original Cabinet Ministers will act with full powers as vested in them before the non-acknowledged Cabinet took power until a new Cabinet is formed and passed.

Section II: Minister Appointment

Article 1) Party appointees must partake in hearings with the Supreme Council. The Supreme Council will overlook all appointees one at a time and will discuss the confirmation of the chosen appointee until the Supreme Council confirms the appointee as suitable to serve the proposed seat in the Cabinet Ministry.

Article 2) The Supreme Council legislative body has full authority to question appointees in any field or manner regarding the appointee's capability. Ministry appointees must respond to all questions raised if it applies to the proper case.

Section III: Confirmation

Article 1) The Supreme Council will hold a vote to confirm each appointee. To avoid a major inconvenience, parties will hold an informal vote of either "Confirmed" or "Non-Confirmed" in the ministry appointment debate resolution.

Article 2) If the Supreme Council holds a majority ruling of parties establishing a consensus that an appointee is not suited to be confirmed as a Minister to the Cabinet, the appointee will be rejected. The appointee's party must then reconsider the appointment and find a new appointment to the seat.

Section IV: Time Restrictions

Article 1) To ensure parties do not restrict progress in the nation and do not use excessive lobbying to prevent parties from being included within the Cabinet, a time limit must be set. This time limit must be no shorter than one year and may be no longer than three years.

Section V: Legality

Article 1) This Resolution requires a majority of the Supreme Council's vote.

Article 2) This Resolution will remain as binding law until it is repealed or nullified by legislation.

Article 3) This Resolution will take effect when passed and will remain as binding law until the Resolution is overturned and or nullifed by legislation specifically doing so.
