What do you make of this my countrymen!? http://82.238.75.178:8085/particracy/main/viewbill.php?billid=11750 The Federated States of Rutania tried to convince us of their pacifist nature and the PAL always doubted it. The discussions between our two nations about a "Non-Aggression Pact" must be terminated immediately. This is the proof the PAL had been searching for of their double standards. If they have declared a "non-Aggression Pact" with nearly every nation on the continent what do they need chemical weapons for? This is a serious advance of Rutanian forces and we ask the President to consider increasing Beluzian military strength along the nothern frontier. If this bill passes it will see Beluzian troop numbers stepped up to around three times their present numbers in Negunia (although they will be stationed in the south of the state) and all the armed forces will be on high alert. |

Message | In a time of crisis, we feel it's even more important to stick together internationally - it would be possible to work out a trade embargo (which won't work if not ratified by other countries). Trying to take solitary measures could be seen as provocation and backfire on us. We feel "Looking for an international answer" is a clear government policy. |

I'd like to add that we (the former Government) were pacifists, but the new Govermnent is obviously not. Anyway, the RSDP would like to inform you that we will support putting pressure on the current Government coalition to reconsider their decision to re-arm. And unfortunately I must inform you that I suspect we do have nuclear weapons as a procedure is being worked out on who has the authority to launch them. |

Message | Beluzia has certainly *not* gone into a state of war. There were calls to arm the people in Negunia province, which most parties have refused to do. There were calls for military allicens against Rutania, which we have not pursued. There were demands for miltiary action across the border, which have not been taken. Our response has been very restrained. Beluzian citizens are frightened. They have awakened to see a once-peaceful neighhbour launch an arms build-up. All Beluzia has done is asked for the new Rutanian government to speak to us and explain its thinking. Since it did not do so for a period of many months, we have been forced as a precautionary measure to close our territorial waters to Rutanian ships, since we have no way of knowing that they do not carry weapons of mass destruction. Beluzians are not an aggressive people: this is an entirely defensive action. The people of Beluzia are internationalist and pacifist. Yet we cannot ignore it when a country that borders our own decides for no apparent reason, with no external threat, that it may manufacture weapons of mass destruction, without offering a single assurance to the Beluzian people that we will not be attacked. We have not made a single warlike move. All we have taken are two entirely peaceful steps. One, many of our opposition parties have urged Rutania to disarm and return to the ways of peace. Two, we have taken the entirely defensive precaution of closing our waters to Rutanian ships, pending an explanation of the Rutanian policy on WMDs. The Catholic Workers call upon Rutania to clarify their intent with regard to WMDs and relations with their neighbours. We further urge Rutania, in the interests of peace, to declare that it will not build any WMDs. |

Message | CWM: There were no calls for "alliances against Rutania" - The PAL called for the Beluzian parliament to begin talks with a select number of countries so that we could have some real dependable friends. The fact that there was abiguity as to our relations with Rutania after its WMD build-up re-iterated the importance for foreign allies. |
