Believing that the Beluzian Republic should always strive for peace and non-violence in international relations;

Convinced that even a peaceful nation must be prepared for war;

1. Declares that all able and available adults may be called up serve a term in the military in terms of war.
2. Notes that availability may depend upon physical and psychological condition, completion of schooling, and civilian function.
