Recognizing that humanity must maintain responsible stewardship over the earth; noting with satisfaction the government of Ikradon's unique ability to facilitate a standard of industrial regulation; wishing to maintain a sustainable level of economic growth in harmony with Ikradon's ecology; the Parliament proposes the following government restrictions over and government benefits for industry: A) All industrial emissions, including water-bound and air-bound emissions from manufacturing facilities and/or transportation vehicles (i.e. tankers, cruise ships, etc), must meet with tolerable low-level toxicity requirements to be established by the Department of Infrastructure. Tax incentives will be offered for companies implementing emissions reduction technologies that lower emission pollution to an optimal level, including such methods as air scrubbers, waste purification, etc. B) Lumbering and mining operations or other resource acquisition-related operations that have potential to cause gross ecosystem destabilization or destruction must operate within specified parameters. Proof of a sustainable small-footprint resource collection plan must be provided and approved by a review board of the Department of Infrastructure. C) Animal feeds may only contain regulated additives. Under no circumstances shall hormones be introduced into feed substances. Additionally, all fertilizers, herbicides, and pesticides, as well as any other chemical substances intended for use in agriculture which may cause pollution, including many phosphate-based and nitrogenous substances, may only be utilized in regulated amounts. A listing of acceptable chemical agents and usage capacities will be produced by the Department of Infrastructure pending its investigation of the effects of potential chemical leaching and consumption dangers related to commercially available agents. D) Noise pollution will be regulated for industrial operations within a ten mile radius of residential zones, with regulations to be established limiting decibel level to a maximum of 60-75dB during the daytime and 50-65dB at night time detectable from the nearest residential location dependent upon the operation’s relative distance from a residential zone. E) Minor tax incentives will be afforded to companies utilizing small-footprint and lowered-risk transport technologies, including [where appropriate] raised pipelines, double-hulled tankers, and other such ecologically sound transport technologies. |
