But we fear that emergency services - fire, police, ambulance/medical, and educational sectors - should provide a scaled back service so that they do not put the lives of Rutanians at risk. A substandard service is better than no service at all in these instances - and the unhappiness associated with substandard services is enough to help convince governments and employers to negotiate better with employees. |
