SHORT TITLE: Early Elections Protocol Act, 2650

LONG TITLE: An act to codify the previous convention of calling early elections; each and every time a party leaves our midst regardless of the circumstances in which the party arrives or leaves.

SECTION 1; Early Elections
a) An early election shall be called in all instances where a substantial number of the voting citizenry is going unrepresented in National Congress.
b) The National Congress will set this number so long that should a party have gained more than 1,000,000 votes during elections and has left during a Congressional sitting, that an early election shall be called.

SECTION 2; Prohibitions
a) An early election shall not be called wherein there will be a scheduled elections within 8 months of the calling of elections.
b) An early election may still be called should a party that has gained less than 1,000,000 votes during an election leaves, but this is given that the National Congress approves such an action, subject to S2a) of this act.
c) An early election shall never be terminated for political means, and any party that shall interfere with this act will be subject to censure from the National Congress.

SECTION 3; Exceptions
a) Early elections called in the event that a 'Senior' Party returns to the realm are exceptions to this rule and the National Congress shall set the limit for 'senior' parties to be a party that has gained more than 1,000,000 votes in the previous election they participated in AND/OR they have been members of National Congress for a cumulative sum of more than 10 years.

This bill shall be undersigned by the President of the Commonwealth.

MessageBut that doesn't add anything to current practice...1 000 000 votes is, how much, a couple of seats in Congress? It can happen that, for example, some party wins 5 seats in Congress and then leaves immediately after - and we have to repeat elections because Congress had 594 seats instead of 599...

MessageWe should be repeating elections where there is a number of representatives less than the recommended total - in most other parliamentary democracies such vacancies lead to by-elections; but our only alternative to to hold elections so that those seats can be represented once again. Current practice only warrants we hold elections if a party has gained electoral success (no matter the size) and has left or has returned - nothing more.
