People ought to be looked after by the government, especially children. Rutania will not sit idly by as its people starve; it will seek to help them plan for the future and support them in times of need. |

Current: The state guarantees child benefit to families classified as low-income or poor.
Proposed: The state guarantees child benefit to families classified as low-income or poor.

Old value:: There shall be no direct cash payments to individuals to guarantee a minimum income.
Current: All adults not supported by another person shall be guaranteed a reasonable, though not high, standard of living by the government.
Proposed: All adults not supported by another person shall be guaranteed a very basic subsistence income by the government. However, the provision of this is not to exceed a certian period of time.

Message | We admit that the system is imperfect; undoubtedly there will be those who will take advantage of the system to remain unemployed. However, there will also be those who are unable to find work and require support from the government. I propose Article 2 in the spirit that regional governments will monitor the job-seeking of welfare recipients to ensure that they are indeed earning their government subsidy by applying themselves vigorously to the process of re-integration into the labor force. Regional governments may also dictate the length of time as they see fit. Hardworking Rutanians who are put out of work by circumstances beyond their control want nothing more than the pleasure of working again and being a productive member of society; it is in the peoples' best interest for the government to help them do so. ~Kael Cissan EC Party Chairman |

Message | We agree with what this bill plans to help. The government can and will afford to help it's citizens like this. Ofcourse, there are those who will take advantage of the system, but I have a more optimistic view of our proud citizens. The vast majority of those on this system will use it with the most sincere humility. |

Message | I for one agree with the Libertarians' view that citizens of Rutania should work hard in order to gain a better life in the future. We are wholeheartedly against benefit theives. But then again the Imperium Party do support the view that the government should look after the people, but not forever. Therefore we this proposal by the EC we support article 1 in which low-income families will be given benefits from the government. Article 2 and 3 are acceptable, a pension for the elderly and bursaries for the unemployed. Iain Angel Imperium Party Leader |
