In an economic downturn, the last ting we need are strikes and worker riots. So we need a policy of a sticks and carrots to calm things down. The sticks must come from the Ministry of Justice and the Ministry of Internal Affairs, the carrots must come from us.

What these workers want is a democratization of industry. So what this bill does is incentivize businesses to do just that. The DWC issues has often gone back and forth between mandated DWC ownership to non-intervention on the issue. This strikes a middle ground, the government encouraging but not mandating DWC ownership through subsidies and tax exemptions. For that sort of encouragement, the APP suggests (in this bill) a complete tax exemption (100%) on businesses ran by DWCs. (so thats what article 1 does, DWC ran businesses don't pay corporate taxes).

On the other hand, right now we have a massive deficit. While deficits are necessary in times of recession, it still could be lowered by smart policies. So I recommend in this bill a tax hike on corporate profits, an increase of fourfold. Just to make things clear, the tax is on Corporate profits, which means first the business makes money, then the pay the wages and fees, then they pay 15% (or after this bill 60%) of what remains after that to the government.

To be sure, those are high taxes, intentionally so. The objective of such taxes is twofold. 1) It slashes the deficit (eventually, when the depression is over, I have spending cuts and new income tax proposals in mind to eliminate it) 2) It further incentivizes Democratization of industry without mandating it. If you are and undemocratic business, you must pay 60% of your profits to the government, if you are democratic you don't have to pay any. So where currently, undemocratic business has a clear market advantage, this will eliminate and in fact reverse it.

We hope this bill will placate the labor unrest.
