The Holy Council of the most high God of the Commonwealth of Yishelem and Beiteynu finds the following:

1) That the secession of Padrilka required an amendment to the Commonwealth's constitution in order to be legal since it was a sweeping change of the Commonwealth's government.
A) The "Official Recognition of the Independence of the Democratic People's Republic Padrilka" (http://classic.particracy.net/viewbill.php?billid=293953) fall short of the required 2/3 majority required for a legal constitutional change and was therefore illegal.

2) The independence of Padrilka was also in violation of the Treaty of Pose.
A) In order to legally change the Treaty of Pose it would have required a 3/4 vote of the legisatures of the Commonwealth and the Luthori Empire, the support of the Heads of Government of both nation and the support of the Heads of State of both nations and the support of the King-Emperor of Luthori.
B) None of the above listed conditions were met and so the independence of Padrilka and its recognition were both illegal.

3) For these illegal actions and conspiring against the Commonwealth of Yishelem and Beiteynu and the Holy Luthori Empire those that participated in the failed independence movement in Padrilka and voted for them on the national level are considered to have committed high treason.

Resolved the Holy Council of the most high God of the Commonwealth of Yishelem and Beiteynu declares the following:

1) The arrest of all those that participated in the failed independence movement in Padrilka and voted for them on the national level; that have not been arrested at this point.

2) Those arrested will be tried by the Supreme Court of Yishelem and Beiteynu for high treason.

3) If convicted they will be executed by firing squad immediately.

4) The Holy Council recognizes that the overwhelming majority of the citizens in Padrilka are loyal to the commonwealth and that no harm or discrimination should befall them.

MessageOOC: Most the PPZ and the independent movement were arrested during the crisis this bill is really just a clean up. Also on the recommendation of several people and because the Catholic Libertarians Party's God modding thier invasion is deemed to have not happened.

MessageWe will continue to argue our case that if you can't put down a simple rebellion in one region you cannot hope to secure a border from a professional army. It is in fact godmodding on your part to assume that the entire Luthori army is in Yishelem to meet us at the border.

MessageIC: While I support long sentences for any revolutionaries, I think that with after a while in jail they will have made good on their crimes, and they should not be executed.

OOC: CIP, and this is just a fyi, it's the Treaty of Poesy. If anyone is godmodding, Libertarian Catholic Party, it is you. No, we do not have the whole Luthorian army in Yishelem, but we have a contingent here as per the Treaty of Poesy. And, again as per the Treaty of Poesy, we have our own military that is well-equipped with Luthorian technology that is allowed to fight without asking for immediate consent in the event of invasions. In addition, as your "invasion" was in violation of Particracy rules, it did not exist, so there was no need to fight you. In addition, the rebellion in Padrilka is over, and technically shouldn't exist for the same reason that it violated game rules, not to mention our Constitution and the Treaty of Poesy.

MessageOOC: Yeah I know we don't have thier whole army, it think its like 200k though. Is there a formula for determing the size of a nations military (like with the Axis miltary formula for party militia)? I wasn't aware that we were equiped with Luthorian equipment though, thanks for that info :)

IC: I am sorry the BNR can't vote for this bill, we have irreconcilable views concerning the punishment for these traitors. But we do not fault them for voting thier morals.
