| In May 3324, the Socialist Republic of Ikradon declared war against Zardugal for our allegedly 'agressive actions' against the United Socialist Sultanates. Our Foreign Minister, Michael Dowdy, sent an ambassador to Ikradon asking them to consider peace and negotiations due to the fact that the diplomatic crisis between us and the Sultanates was the fault of the Sultanates. In October last year, Ikradon declared that they would be rejecting our response to their declaration of war. Just this month, Foreign Minister Dowdy sent another delegation to Ikradon asking for peace. However, despite our attempts to avoid armed conflict, it is unlikely that war can be prevented. Therefore, in the case that Ikradon rejects our response once again, we must be fully prepared for war. In my capacity as President of the Federation of Zardugal, I propose the following resolution to the Congress: 1) We condemn the aggressive and undiplomatic behaviour of the government of Ikradon, and will, if our ambassador is expelled, cease all trade and diplomatic relations with Ikradon. 2) A state of emergency shall exist if a Ikradon rejects our ambassador's attempt to seek peace. 3) Conscription shall commence immediately, and will continue until the end of the war, when all conscripts will be discharged. 4) I, as President and Commander-in-Chief of the Armed Forces, shall have sole discretion as to the use of weapons of mass destruction against Ikradon. In this time of crisis, we must put aside all partisan quarrels, and rally in the spirit of patriotism and national unity so that we may weather this war and defeat Ikradon. |

| Message | Indeed, Ikradon is a signatory to the Terran Neutrality Accord and by statute in that treaty, our nation requires a unanimous vote in our congress to engage in a non-self-defense war. This is a purely illegal and unilateral action on PSLP's part. |
