| The proposal of the PLD are as follows: In celebration of the centennial of the Empire de la Canrille, the Sénat of the province of Rildanor hereby adopts the following resolution. 1) a grant fund of 1 billion CCR shall be established. 2) Cantons and municipalities shall through an expediated process be able to apply and recieve grants to construct monuments in celebration of the centennial, refurbish existing centers and public spaces in honor of the centenial and to stage celebrations of the centenial. 3) The recognition of centenial by the provincial government as an extraordinary civil holiday and sanctioned events. The PN rejected PLD's proposal: 4) a grant of 250 million CCR to aid in the final completion and grand opening of the new federal capital of Canrille, Tusselles. The grant will continue but a new federal capital will not be recognized by the government. Tusselles will be the place for celebrations and will be a buffer zone and tourist zone between two nations. The budget for this Act are as follows: CCR 250 million- deducted from the budget of the Infrastructure Ministry. CCR 250 million - deducted from the budget of Education and Culture Ministry. CCR 500 million - deducted from the budget of Environment and Tourism CCR 250 million - deducted from the budget of Trade and Industry |

| Message | Tusselles is the official residence of the royal family. This is also not a debate about establishing Tusselles: the city had been established and inaugurated as the capital of the united Canrille for it's federal government. The province of Rildanor still has it's own capital and government located at Labonne. Canrille is culturally and politically united as a country, with two provinces that yes may have a population of different opinions that are popular, just as within each province there are different opinions supported. The PLD does not see opinions as a factor in whether a country exists or not. The simple fact is that by legislation and consent Canrille exists. If one were to attempt to modify the constitution of Canrille or other terms of it's agreement, one should explicitely propose it. No change to the constitution or terms of the union can be declared unilaterally, as Canrille is a union of two provinces. Both provinces must consent to a change in the federal structure or union, as it integrally affects both. A unilateral change has no force. |
