The republic today comes here and hopes that we can take a step in the right direction towards restricting WMD use. We call that this conference work towards encouraging all members to restrict WMD use to a second strike only basis. By encouraging nations to take up this posture we can build the mutual trust needed to make the final step towards disarmament. "It was the upmost honor to be invited to this conference and Mordusia sends a warm greeting to all the nations represented here today. To get down to business Civil Rights in mordusia is something that has been long over looked. Basic things such as freedom of religion is shockingly not recognized in all States in Terra. Some nations even infringe on freedom of speech. While there are parties out there who stand up for these basic freedoms, too often they are shut down by bigger parties who block their bills of freedom. It is my firm belief that as humans of terra we should demand civil rights in nations that deny them and back our demands with powerful sanctions. When I say this I believe in my heart that I speak for all of mordusia. As for Weapons of Mass Destruction, I was just speaking about this in a cabinent meeting in Mordusia last week. I came to the conclusion that be there a time that Mordusia needed to launch an ICBM, this would have to be a DEFCON 1 situation- our last resort. After exploring all options that is all we had left. And I believe that all the delegates at this conference should make it as I said when they return home. But further more, on the issue of banning nuclear weapons. This is simply unreal. If we banned all nuclear bombs a radical nation would come out and declare itself ruler of the world because they have nuclear bombs and we don't. In conclusion we must view nuclear bombs as the fragile balance between peace, and war. As for renewable energy it is my strong beleif that renewable energy is an unbeatable profitable field that will become a highway for future power and reaserch, etc. However it is also my strong opinion that we must establish further regulations upon Nuclear Reactors and Nuclear power plants. As we all know the events that occcured in 3427 that left terra in darkness for many months are to blame for the period of 'great darkness' ( http://partiacracy.wikia.com/wiki/The_Great_Darkness ). We must make sure this never happens again and on behalf of terra- nay- on behalf of terra I implore you to make drastic changes to your Nuclear energy system. I know that you ill all make the right decisions and I know that from this conference a new, brighter terra will emerge and that when I wake up on that first day back to mordusia, I can look out my window and smile-because what we did here today changed lives. As mentioned radicals of various nations continue to damper our progress with their tyranicle rule and militarism. Democractic nations have the moral responsibility to protect the rights and lives of all people. Inspired from the other delegates I believe the right coarse of action would be to
1) create a global community to defend each other and to defend our natural rights.
2) create a permanent form to discuss various global problems
3) create a very basic guild line all nations must follow in terms of the protection human rights

Message"As leaders of our country we need to begin the change with us. WMD's are a threat but they are a violation of basic human rights. They will kill not only the enemies but innocent civilian lives, we need to begin to take action in reducing the number of WMD's and stop producing them NOW. When I was the president of Aloria, I brought in the law where research into the technology was ok, but in no way was there to be any WMD's developed.

As democratic leaders, I agree we have a responsibility to protect all citizens in our countries, I fully agree with the action plan put forward.

I am Happy today to be a part of this summit , which is discussing very important and dangerous problems.

I believe that Using WMDs is a right of each country in war state but it must be determined by international treaties which prevent the abuse of them . WMDs should be used on non-civilians areas only and this must be included in all national treaties and alliances that are concerned about Weapons usage .

On the other hand , Badara under out leadership become one of the most countries who respect Human Rights , After the vanguardship was revealed , we could join all treaties which maintains respecting Human Rights , The Human Rights in Each country should be measured by A International Meter for Monitoring the level of Human Rights , then an international treaty and organization should be established which include most of countries of terra which create a new charter for Human Rights signed by Terra which gives people all their rights and prevent any Violation of this right . An International Army should be established which has right to interfere in the countries which doesn't respect human rights after voting of 3/4 countries in the organization I have mentioned before .

Endangered Animals should be kept in protectorates which managed by An International organization after approval of the government of the country on which the protectorate will be located.

I believe the most important problem is the pollution and it's solution is simple which is using renewable energy sources but the bigger problem that how can we produce renewable energy sources. An International Monetary Fund For Renewable energy projects (IMFREP) will be a good solution , All countries should donate some a part of their surplus to this Fund and this money will be used to Establish projects of renewable energy in countries which have deficit in producing energy or in high level of poverty.

Message"Gentlemen please, let us stop this pointless bickering. What we need now is a general agreement to encourage all possible nations to begin restricting use of WMD's of all types. We cannot rush change, especially on such a scale like this without severe backlash. The CDP in Trigunnia is preparing to introduce legislation to restrict WMD use to second strike action. This is an important first step into taming WMD proliferation. We must take a pragmatic, small scale approach. MessageFellow delegates, many political parties in all nations want to eliminate weapons of mass destruction across Terra, but there are different views about how to achieve it. Some are prepared to go faster and further than others. Perhaps it would be helpful to form an organisation of parties who are committed, in principle, to the elimination of all WMD in Terra? Parties belonging to this organisation would not necessarily be expected to support unilateral disarmament in their own nations, but they would be expected to actively work to overcoming the obstacles which stand in the way of achieivng our ultimate objective of a Terra without WMD.

"These treaties are outrageous! While I might be in favour of the first treat listed, and my party might be aswell, I can very well garuntee that the sister parties in Mordusia would not take a liking to this! My nation would never except this treaty and what does that mean for Mordusia? Well in the preamble of the treaty States that all nations will adopt this and that that will be enforced by a military! The Pontesian government finds both treaties unsuitable for international ratification. Pontesi herself would not submit to either in order to safeguard her Sovereignty.

In particular, with regards to the 'Global Defence Force' treaty, Pontesi objects to the possibility of other signatory nations regulating Pontesi's policies on nuclear and biological weaponry. The treaty is also vague about how the Treaty organisation would seek to maintain peace and how effectiveness could be achieved.

The Pontesian Government agrees with those who have spoken before us about attempting to reduce the number of WMDs in the world through gradual progression.

As a leading nation of the League of Anti-Slavery Nations, we welcome the inclusion of anti-slavery provisions within the Terra Summit Guideline. We believe the guideline is however, far too over-arching and we particularly disagree with the assertion that not allowing all nationals to claim citizenship does, in any way, undermine their human rights. Furthermore, the treaty does not allow Federal governmental structures to exist with regards to recognising civil marriages, administering education policies and religious clothing. Why also, should nations not be allowed to maintain a State Religion - surely if its membership is voluntary then its existence does not undermine the rights of any man or woman. Until these policies are altered, Pontesi could not agree to the terms of the agreement.

But the second treaty has been ratified by a number of nations the only difference is its not binding. You can't talk the talk if you don't walk the walk.
