| Official Name: EO-VI-171.1 President: Diane McCormack Date: October 23, 3642 ------------------------------------------------- By powers granted to President via the Executive Order Act (http://classic.particracy.net/viewbill.php?billid=359058), I, President Diane McCormack, do hereby enact the following Orders: Article I. - Establishment of National Values Commission I. The Commonwealth of Rutania will establish an independent organisation answerable to the President, known heretofore as the National Commission on Rutanian Values. II. This Commission will be tasked with the following responsibilities: * Undertaking an investigation into the Solidarity Rutania party and the former Rutanian Labourist party with specific reference to their actions between the years of 3619 & 3625. This investigation will focus on any acts of election fraud, or any collusion by these parties which may have distorted democratic process within the Commonwealth of Rutania. * Undertaking an investigation into the Parliament & Cabinet of Rutania, with specific reference to the term of government beginning on January 3641. This investigation will focus on any criminal acts related to child abuse or pornographic activities which may or may not be occurring. The commission will be granted full access to any data stored on government property, and will be judged favorably by any court on matters of private data collection. III. The President of Rutania will compose the operational details of this Commission and select members at their discretion. Article II. - Cabinet Powers I. Should any Cabinet member be found to, within reason, be suspected of any criminal actions in the judgment of the National Commission on Rutanian Values, they will be suspended from performing their duties - and the powers of their office will be transferred to the office of Prime Minister. II. Should the Prime Minister be found to, within reason, be suspected of any criminal actions in the judgment of the National Commission on Rutanian Values, they will be suspended from performing their duties - and the powers of their office, and any powers they have otherwise been entrusted with, will be transferred to the office of the President of Rutania. Article III. - Legality I. This Order shall take effect immediately and shall be in effect for up to 4 years. II. After 4 years, the Parliament shall vote to make this law permanent. III. According to the laws of this land, this Order does not require Parliamentary backing but may be overturned in a subsequent bill by a 2/3rds vote in the Parliament. |

| Message | "It pains me that we have reached this point. The events of recent times however, lay out a deep and dark pattern of behavior that this office can no longer ignore. There is a rot in our parliament, and perhaps even in the current Solidarity/Utilitarian/DSF government itself. This rot is eating away at the most core Rutanian values, and putting the physical and psychological safety of our children at risk. There is no ideological excuse for throwing our future and our children under this proverbial bus, and with that being the case, I can only come to the conclusion that there is some personal reason why there are some that wish for obscene acts to be performed in our public places: our schools, our playgrounds, and the rest of our communities. The Presidency is designed to be the guardian of Rutania, and it is my goal to fulfill that compact with each and every hardworking citizen. These allegedly dirty politicians will be investigated, and if found guilty, prosecuted. The United Voice has always worried about the dark influence of Solidarity Rutania on this land. From our earliest days, we could never quite be sure if the former Rutanian Labourist party was truly independent or if it was merely a way for Solidarity to harvest more votes, and deny other parities a true democratic victory in fair elections. Facts are facts. The Labour/Solidarity government were almost identical in voting behavior, and Labourists only ever endorsed the Solidarity candidates for the Presidency. The Labourists were allegedly a disgruntled split from Solidarity, and yet the moment their collusion failed to deliver them a majority, the Labourists quietly slipped back into Solidarity Rutania without concern for the reasons for the supposed split. The question needs to be asked. Was the Rutanian Labourist party a real party, or a Solidarity Rutania front to confuse and abuse voters and harvest parliamentary majorities? There is a dark stain in our national politic right now, and the United Voice is finally in the position to give all reasonable Rutanians an answer. | Message | Speaker, This Executive Order is an outrage. No person or party of sound mind could take this seriously. The President has crossed several lines. She has no other option but to resign. I worry about the impact the leader of our nation indulging in such rambling nonsense will have on the many Rutanias who invested their faith and votes in her. Let us hope others in United Voice see the light and politely suggest she move on. If this Executive Order is not rescinded we will move a motion of no confidence in the president herself. We have little interest in defending the SR. They currently act as a coalition partner and we wish our government to continue, but we have outlined why we believe they betrayed Rutanians in the past. We believe their falling vote percentage only confirmed we were correct on that front. However, this disgusting act of gutter politics by the President can't be allowed to occur, even by those that work to take SR's votes off them. End this shame, President McCormack! | Message | Mr. Speaker, The UPR will see how this plays out before passing judgement. However, we are concerned that the President is playing a dangerous game right now and she could be impeached by some in the Parliament who view her recent actions as an "abuse of power". Rutania has never impeached a President, Prime Minister or any sitting elected official for that matter and such a process might be too much for the entire country to handle. | Message | Mr. Speaker, I am truly surprised by this recent turn of events. I always judged our president to be a good person,dispite our opposing ideologies. But I can judge her now as a power hungry tyrant, anxious to use any difference in opinion as an excuse to grab power. This investigation for members of parliament on child pornography charges is completely unfounded, and every Rutanian with half a brain knows that. This goes against the very ideas of democracy and freedom. Disagreements are not justification for taking control of the government. Mrs. President,you are elected to represent the people. This does not mean ostracize the people who did not vote in your favor. Members of parliament, on behalf of Rutania, I hereby call for a full investigation on the President. Threatening to overturn our democratic institution is more than enough reason to justify it. Meanwhile, I recommend her powers be suspended until we can come to a conclusion. Yet this order makes due provision to hand any power taken from potentially criminal members of this coalition government to the Utilitarian Prime Minister. The hand off to the Presidency is only a last resort should their Prime Minister be corrupt. I should hope that isn't the case. Completely unfounded? We have legislative actions being undertaken as we speak that go against the fabric of reality. We have sex acts being sanctioned in our public spaces. In our schools, and in our playgrounds. If there is any hint of personal gain behind those moves by the government parties, this commission will expose it. If there isn't, then there isn't cause for concern.
