| Patres Conscripti, As we have witnessed in our own nation, those that believe in many gods find themselves persecuted, discriminated, and even killed at the hands of monotheists throughout Terra. There are few places where people can freely worship the gods according to their ancestral rites, while everywhere they are compelled to follow the superstitious beliefs of various Churches and Caliphates. This bill aims to establish Selucia as a safe haven for Pagans, Neo-Pagans, and Heathens everywhere, and allow them to live in a nation where they can worship the gods as they wish. We therefore resolve to grant automatic Selucian citizenship and full residence rights for any polytheist that arrives on the islands, provided they demonstrate fluency in the Selucian language and are familiar with our culture and way of life. Additionally, following negotiations with the Trigunian government, up to two million Trigunian Pagans will be allowed to move to Selucia and be allowed full residence rights.
