This Bill modifies the Pagan Immigration Act (http://classic.particracy.net/viewbill.php?billid=435338 ) by ceasing to make nationality a factor in deciding immigration claims, and guaranteeing that at least 50% of immigration opportunities should be offered to women.

Current law grants automatic citizenship to all polytheists fleeing persecution in other nations if they are fluent in Selucian. We agree with a modification on the overall immigration policy towards individual quotas, provided the provisions of the Pagan Immigration Act remains in place. We also agree that preferential treatment should be given to women from oppressive societies, and we should note that no societies are as misogynistic and patriarchal than those under monotheistic rule.

Can anyone explain us how this will stop the flow of foreigners brought upon us by the Dictatrix? Whatever degree or qualification the foreigner has, he still is a foreigner and I reckon we got quite enough of those already!
