Bill: OOC: Early Elections when Parties Dissolve

Details

Submitted by[?]: Choice

Status[?]: passed

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: July 3969

Description[?]:

Usually whenever a party dissolved, we tend to call and early election. However since the previous election only a year ago which was another election, another party has also dissolved. Me and the Liberal Alliance have been talking about whether we should adopt an official policy regarding what to do when a party of substantial size dissolves. It'd be good to get everyone's opinions regarding this.

MessageOOC: I could work with either policy, as long as it is consistent. As I see it we have two or perhaps three options.

I: We call for an early election every time a party dissolve, be it a small or a large one.

II: We don't ever call for an early election every time a party dissolve, be it a small or a large one.

III: We call for an early election if it is a bigger party which has been dissolved. If we want this option we could discuss what a "bigger party" means. In my opinion it would be a bad situation if a large party dissolves and leaves a Diet where another party now get an own majority in the parliament, just because of party no 1 dissolved. That would'nt be fair against the voters or the nation.

I want a discussion and I want a consencus regarding this, reducing confusion level and unneccessary arguments in the future.

MessageI reckon III is the only acceptable solution but a good one. I say take it by a "case by case basis" and apply common sense.

MessageFor example if a party with 12 seats and last place dissolved, we don't call an election (I doubt they'd call an early election if the UK Lib Dems dissolved for example) but if a rather large party, say in the top four or five dissolved with say a good 60 or so seats, then an early election may be needed (for example if Labour or the Conservatives in the UK dissolved, I reckon there's a good chance of early election)

MessageI agree with Choice. Our best option is to play it by ear and only call early elections when a major party disbands. Especially if we start having a higher turnover of parties having an early election after every time would definitely get tiring. The only time when a small party disbanding should cause an early election would be if the government no longer has a majority, since that seems relatively realistic.

MessageYeah, I back up what the LNUP said about part of a coalition, unless of course a new coalition partner can be found.

MessageAlright. The most importing thing is that we have a consensus. Other parties?

MessageI believe if any party in government or the main opposition party is dissolved, then we hold a snap election. Otherwise, we don't.

MessageJust wanted to lay out my plan for early elections in detail.

For a cutoff, I think we should say that if the party dissolves and is in the top half of parties by seats, then there is always an early election. So if there are 4 parties, if either of the top two parties dissolves there would be an election, 8 parties, any of the top 4. If there are an odd number of parties we should round down. So if there are 5 parties, only the if one of the top 2 dissolves then we would call an early election.

If the party is not in the top half of parties by seats, then there will only be an early election if that party is a member of the government and that government cannot maintain its majority or a new government cannot be formed with the current composition of seats.

MessageCould you just write down, up in the Bill description, what we agreed on, just to minimalize confusion in the future.
