| In order to better regulate and enforce the Civil Rights Act of 3980 (http://classic.particracy.net/viewbill.php?billid=461607) the Volkov Crown Corporation (VCC) shall hereby be chartered. Article I All indentured servants must be registered with the Volkov Crown Corporation(VCC). All persons registered with them shall be subject to branding, tattooing, or some other form of permanent marking to identify them as property. Property owners shall pay a small annual registration fee to the Volkov Crown Corporation equal to 3% of the cost paid at purchase of each indentured servant. Article II All owners of indentured servants must report all property to the Volkov Crown Corporation, as well as records of all transactions to better trace the flow of human traffic. Article III The Volkov Crown Corporation shall maintain a security and intelligence force whose sole purpose shall be the enforcement of the Civil Rights Act of 3980. All rebellions by indentured servants shall be punished by the VCC. The VCC shall also regulate the business practices of slave owners in relation to the treatment of human property, only with explicit approval of the VCC should indentured servants be mutilated such as castration or loss of limb, simple whipping need not be approved by the VCC. Article IV All new indentured servants shall be processed and sold by the VCC. The VCC shall serve as a public/private corporation. The chairman of the VCC shall be appointed by the Veche, the corporation itself shall not be subject to normal bureaucratic oversight and shall operate like a private corporation except they shall not be required to pay any taxes. Article V All profits from the VCC shall be fowarded to the office of the Czar. |
