A bill written by Senator Adam Murray (L-RO) to alter current foreign policies concerning foreign embassies, the nation's policy concerning the use of nuclear weaponry, and the regulation arms sales and exportation.. Article 1.) Government Policy concerning Foreign Embassies I.) Any nation wishing to establish a embassy on Hutori soil must first obtain approval from the Ministry of Foreign Affairs. Article 2.) Government Policy concerning the use of nuclear weaponry I.) The nation reserves the right to use nuclear weaponry against another nation only in the event that the offending nation uses nuclear, chemical, or biological weaponry first. Article 3.) Government Policy concerning Arms Exportation I.) The sale of arms to foreign nations must be approved by the Federal Republic on a case by case basis. II.)The Ministry of Defense will handle all business concerning arms exportation but holds responsibility to report all activity to the President and the National Senate. III.) The National Senate can override any sale with 2/3rds majority. IV.) The National Senate holds the power to revoke an arms contract at any time as long as valid reasoning is provided and a 2/3rds majority is established. V.) All arms contracts are to be review after every election cycle, at this time contracts will be renewed or revoked by the Minister of Defense. VI. If a new Minister of Defense is appointed mid-cycle the new Minister has the power to revoke arms contracts provided valid reasoning. |

Message | Mr. Speaker, With the inclusion of laws governing how arms sales are to be determined and the removal of the diplomatic immunity clause this bill has the Federalist Party's full support. Message | Mr. Speaker, To answer Senator Smith's question, Arms contracts are to be reviewed at the beginning of every new election cycle, at which time the Minister of Defense can choose to renew or revoke arms contracts. Another clause has been added giving power to the National Senate giving them power to revoke arms contracts as long as valid reasoning is provided and a 2/3rds majority is obtained.
