For the most part the Power Grids are already" nationalized". Each Province owns a Crown Corporation that is responsible for the bulk of all power generation, small scale generation is to allow for small scale private industry power and to give the people a choice. This is nothing more then a money and power grab by the government to take power away from the Provinces in a job they've been doing fine for years.
