NOTE: This Constitution is the set of rules for playing in Hawu Mumenhes. It has both In-Character and Out-of-Character elements. Most of the In-Character elements are enforceable by the Game Moderators. Most of the Out-of-Character elements are not enforceable by the Game Moderators but may be enforced by players using the game mechanics. We ask that Game Moderators not intervene by voiding provisions of this Role-Play Law unless it is used to mislead unsuspecting players about its enforceability. All players are advised to read fully the Game Rules regarding Role Play. =========== DEFINITIONS Monarchy Controller means: The player whose party won the most recent Head of State election President Controller means: The player whose party holds the Head of Government cabinet portfolio Head of State means: The character who won the most recent Head of State election Hereditary Monarch means: The character created or designated by the monarchy controller as the blood royal king or queen of the country Dynasty Number means: The numerical categorization of royal family characters based on which monarchy controller role-played them; the concept is nearly identical to scholars' categorization of the Ancient Egyptian royal family into Dynasties (the 1st Dynasty, the 4th Dynasty, the 12th Dynasty, the 18th Dynasty, the 25th Dynasty, pre-dynastic, etc) Role-Play (RP) means: Any In-Character thing written by any Particracy player In-Character (IC) means: The words, actions, or attributes of a character, an organization of characters (including companies, governments, parties, and other groups), or regarding a place known by characters and written by any Particracy player Out-of-Character (OOC) means: Anything written and said by a Paticracy player on his or her own behalf ======================================================================================================================================= LEGEND AND SOLEMNIZATION In the four thousandth forty-fifth year of the creation of the Lord of the Universe, Mumenhes, the Perfect God, the son of the Falcon, Remptahhu, resided in the Arkhē as King's Brother and Ritual Priest of Mumenhes, incensing the God, purifying the temple before Him, laying gold and myrrh and barley upon his alter, doing all the things which the God loved. And then the chiefs of the Army of Heaven of the Northland which was under the God uNkulunkulu since the time of the ancestors, being the abode of the fathers' fathers and the mothers' mothers of the King's Brother Remptahhu, sent forth messengers to the place of worship of Mumenhes, the Perfect God. And seeing the mysteries of His emanations and the beauty of His face and the bounty of His blessings, they threw themselves upon their bellies saying, "no greater God goes before thee, O Mumenhes, Creator of the Universe, like uNkulunkulu in the noon day, virile as a youth given life, smiting the unbelieving before him." And the messengers of the Northland cried out to the God pleading, "Double thineself again, O Lord of Creation, as you emanated yourself one into the two of Sewehneb and Sepseymawo in the beginning. Let thineself be led to the Northland by the King's Brother Remptahhu, that he would establish there for you places fit for your divine worship and that you would give breath to all the men and women and children of the Northland." Hearing this, the God nodded greatly. And the Ritual Priest Remptahhu, Kings Brother, addressed the multitude saying, "I will lead the double of the Perfect God to the Northland in a throng of ships amongst an escort of war birds flying above like the Falcon, living forever. And the People of the Northland shall reside for eternity within the bosom of this God, the Consciousness of Creation, answering cheerfully to the name ḥꜥȝsu Mnhs, being the Body of the Consciousness of the Perfect God. And I and the seed of my body shall reside there with them forever and ever." And when Gaxenxt sa Mumenhes Remptahhu arrived with the God to the Hawu, all the land bowed down to the ground giving praise that the Son of God had returned. And the Ta Hefedru of the People came before His Majesty and said, "take thou the offer of this woman chosen of our People for you, that she would keep the land in good stead and please the God for all your days." And the heart of His Majesty was exceedingly glad, for the woman of the People was beautiful beyond all others. And His Majesty took her hand into his own saying, "abide with Me in My palace, O beloved of beauty, Setepensepsey sat Mumenhes Ribrete, and govern the affairs of Our People for Me, and do all the functions of the King's Wife." And a great escort of soldiers was gathered for them, and they were adorned with the crowns of old and made procession to Mumenhes of Nekhatw where the ritual and mystery of coronation was completed. Then the queen arose before the masses gathered there saying, "In My Majesty is joined together the King with the People. Take now this Order which I have written for you, that this divine creation of Our dominion Hawu Mumenhes shall be given life forever." INTRODUCTION Hawu Mumenhes is a democratic republic. All power lies with the People. The People's power is exercised through elected officials. No person will have power or authority unless they are elected by the People or appointed by persons who are elected by the People. Republican and anti-Monarchist parties should not be alarmed by the presence of a monarchy in Hawu Mumenhes. The monarchy is led by a person who stands for election and is chosen by the People. The hereditary members of the royal family have no power and they pay the total costs of the monarchy themselves. They are retained in the system for nostalgia purposes only. Please see below for more information. ARTICLE ONE: The Head of State The Head of State is the spouse of the hereditary monarch. ARTICLE ONE SECTION ONE: Election of the Head of State A. Eligibility Any adult may run for and be elected to the office of Head of State by an electorate of universal suffrage. However, *When the hereditary monarch is a man, only women may be elected Head of State. *When the hereditary monarch is a woman, only men may be elected Head of State. *The Head of State and the President cannot be controlled by the same party except in accordance with Article One Section Two Paragraph D. This is to ensure separation of powers and checks and balances. If the monarchy controller wants to play the President, they must abdicate as monarchy controller. If the President controller wants to play the Head of State, they must resign from the office of President. B. Process of Election Only the party which currently controls the monarchy may run a candidate for Head of State. All other parties must endorse the candidate nominated by the current monarchy controller unless: *The monarchy controller voluntarily abdicates, or *The President orders the monarchy controller to abdicate C. Marriage and Coronation When a new Head of State is elected, the party that controls the monarchy should write a wedding and/or coronation RP. D. Titles The party that controls the monarchy should give the Head of State titles appropriate to their rank as a royal spouse and fitting with the history and practice of Hawu Mumenhes. Titles should also reflect well on the country. Titles should change organically and when supported by RP. Radical titles changes should be avoided. The party that controls the monarchy should always consult with the President regarding titles changes. Titles changes must be approved by 2/3ds vote of the legislature. ARTICLE ONE SECTION TWO: Term of Office and Removal from Office The Head of State serves for life. When the Head of State dies, the monarchy controller must run a new candidate for Head of State. The monarchy controller may marry the new Head of State to the surviving hereditary monarch (if still living) or to the hereditary heir apparent or to a hereditary heir in waiting. The monarchy controller may use regencies and co-rulerships as appropriate when lifespans of Heads of State and hereditary monarchs overlap. The party that controls the monarchy should create and keep track of the dates of birth of the Head of State and other royal family members. The Head of State should not live an unreasonably long number of years. However, the Head of State may leave the throne early under the following circumstances: A. Abdication of the Head of State The Head of State may abdicate at the discretion of the monarchy controller when justified by RP. The monarchy controller should consult with the President regarding abdications and request that an election be called to elect a new Head of State. Abdicated Heads of State should be given titles appropriate to their status. Abdicated Heads of State should only be removed from the royal family when justified by RP. B. Deposition of the Head of State by the President The President may order the Head of State to abdicate when justified by RP. When doing so, the President should publicly announce to all parties the reasons for deposing the Head of State and the date of the special election to elect a new Head of State. The special election should be held as soon as practical. No one may exercise the powers of the Head of State until a new Head of State is elected. The monarchy controller should publicly state whether the Head of State intends to follow or refuse the President's abdication order. If the Head of State agrees to follow the President's order to abdicate, the monarchy controller will continue to control the Head of State character during the next election and no other parties may run Head of State candidates. If the Head of State refuses the President's order to abdicate, the monarchy controller must publicly announce that all parties may run candidates for Head of State in the next election. If the monarchy controller wins the next Head of State election after refusing an abdication order, the President must immediately resign. The Head of State may at their discretion invite the leader of any political party to nominate a cabinet and attempt to form a government. The Minister of the Interior will serve as Acting President until a new government is formed. C. Abdication of the Monarchy Controller The monarchy controller may stop playing as Head of State at their own discretion. The monarchy controller should consult with the President regarding quitting the Head of State position and publicly request that an election be called to elect a new monarchy controller. When a monarchy controller quits, all parties may run Head of State candidates in the next election. The player whose candidate wins the next Head of State election automatically becomes the new monarchy controller. The new monarchy controller should marry the new Head of State to a blood royal close relative of the hereditary monarch, though the previous monarchy controller's hereditary heir apparent should be preferred. The new monarchy controller should declare a new Dynasty Number which should be one number higher than the Dynasty Number of the previous monarchy controller unless players have agreed to restore an old Dynasty for RP purposes. The new monarchy controller may also choose a new surname for the royal family. However, players should work cooperatively to transfer character control when possible to avoid frequent and radical royal family surname changes. D. Deposition of the Monarchy Controller by the President Controller The President controller may at their own discretion order the monarchy controller to quit the Head of State position. When doing so, the President controller should publicly announce to all parties the reasons for deposing the monarchy controller, the date of the special election to elect a new Head of State, and remind players that all parties may run candidates in the special election. The special election should be held as soon as practical. No one may exercise the powers of the Head of State until a new Head of State is elected. The monarchy controller should publicly state whether they intend to follow or refuse the President controller's abdication order. If the monarchy controller refuses the abdication order and wins the next Head of State election, the President must immediately resign. The Head of State may at their discretion invite the leader of any political party to nominate a cabinet and attempt to form a government. The Head of State may designate any cabinet minister, legislator, or palace official to serve as Acting President until a new government is formed. This is the only scenario in which the Head of State and the Presidency may be controlled by the same party. ARTICLE ONE SECTION THREE: Powers and Duties of the Head of State The role of the Head of State is to *Guard against tyranny within the country *Represent the dignity, values, and aspirations of the People *Act as the moral and independent voice of the People to the government and powerful interests The Head of State accomplishes this by: A. Appointing the Cabinet Only the Head of State may propose a cabinet bill. The Head of State may propose anyone and any party to any cabinet portfolio. However, the Head of State must consult the largest party in the legislature before proposing a cabinet bill and should endeavor to propose a cabinet bill which will be supported by a majority of the legislature. If the Head of State proposes a cabinet bill which is contrary to the publicly stated wishes of the largest party and the legislature votes against that cabinet bill, the legislature may choose to call a special election for a new Head of State. All parties may run candidates for Head of State in the special election. If the monarchy controller loses the special election, the player whose party wins the special election will become the new monarchy controller. B. Signing Bills into Law When the legislature passes a bill, the Head of State must sign the bill before it can be implemented by the government ministries for RP purposes. If the Head of State decides to sign the bill into law, the monarchy controller should write in the bill discussion thread or in the bill text section of a wiki article about the bill a formal statement in keeping with the practice and history of Hawu Mumenhes. The following is an example of an appropriate formal statement: "My Majesty has granted the prayer of [name of legislature] for [the] [name of bill]" The Head of State may choose at their own discretion to veto a bill passed by the legislature. If the Head of State vetoes a bill, the bill cannot be implemented by the government ministries for RP purposes. A Head of State veto cannot be overturned. However, the President may use their abdication order and early election powers to oppose a veto. When vetoing a bill, the monarchy controller should write in the bill discussion thread or in the bill text section of a wiki article about the bill a formal statement in keeping with the practice and history of Hawu Mumenhes. The following is an example of an appropriate formal statement: "My Majesty withholds [the] [name of bill]" However, the Head of State may not veto constitutional amendments, cabinet proposal bills, or early elections bills. Characters who attempt to implement a bill vetoed by the Head of State should be arrested and charged with high crimes or treason at the discretion of the Minister of Justice and tried before a Hawu court of law. C. Consulting with the President The Head of State should work cooperatively with the President through regular consultations regarding important matters affecting the country. The Head of State should also hold consultations with cabinet ministers when requested. D. Setting the Laws of Succession The Head of State may decree and amend the laws of succession of the hereditary monarch, other royal offices, and any hereditary noble titles. However, in the case of the hereditary monarch's law of succession, equal primogeniture should be preferred and radical changes should be avoided. The Head of State must consult the President when making or amending hereditary succession laws. E. Granting Noble Titles The Head of State may grant hereditary and non-hereditary noble titles as appropriate and in consultation with the President. However, hereditary titles may carry no public power. If the government chooses to include noble titles in the structure of provincial and local governments, any powers tied to noble titles must be exercised by elected persons who may be required by law to marry herditary holders of corresponding titles at the discretion of the legislature. The Head of State may grant noble titles to any appropriate person except the President who may never hold any noble titles. F. Receiving and Visiting Foreign Dignitaries The Head of State, the President, and the Foreign Affairs Ministers should work cooperatively to arrange visits with foreign dignitaries, including heads of state, heads of government, ministers, ambassdors, intergovernmental organizations officials, and nobles. The Head of State should work to maintain close and mutually supportive relationships with Ezinsundu including through the means of royal and noble marriages in consultation with the President and Foreign Affairs Minister. G. Regencies If the Head of State and the hereditary monarch become deceased while the hereditary heir is too young to marry, the legislature may elect a gender-appropriate person to marry an available blood royal adult prince or princess within the royal family, or call an early election to elect an adult fiance for the underage hereditary monarch. The elected spouse shall serve as regent in the office of the Head of State until the hereditary monarch comes of age. If the monarchy controller is unavailable unexpectedly, the President may decide to call a special election for a new monarchy controller. All parties may run candidates for Head of State in the special election. H. RP And the Wiki The monarchy controller should do monarchy-related RP on the forum and write monarchy-related articles on the wiki and keep old monarchy-related articles organized and up-to-date. The monarchy controller should also write and keep organized and up-to-date Arkhē Mumenhes-related wiki articles. ARTICLE TWO: The Cabinet The cabinet is the group of elected and appointed officials who manage the government agencies that run the country. The members of the cabinet should adhere to the law when doing their jobs and can be arrested and charged in a court of law for failing to do so. The cabinet reports to the President and cabinet members should do their jobs in accordance with direction and instructions given to them by the President. The cabinet is appointed by the Head of State. The President may nominate a cabinet by formally communicating the party affiliations of the nominees to the Head of State. The Head of State may accept or refuse the President's nominees in accordance with Article One Section Three Paragraph A. Every cabinet member serves until a replacement is appointed or until the cabinet member resigns. This includes the President. Following an election, the President and cabinet members continue in their jobs until a new cabinet is approved by the legislature. The President may fire cabinet members by consulting with the Head of State and requesting the appointment of replacements. The President should use his or her party's numerical advantage (if any) in the legislature to enforce this provision. The powers and duties listed below belong to both the cabinet member characters and the players who control them. Players who fail to carry out their cabinet duties in accordance with the expection and direction of the President may be fired by the President. ARTICLE TWO SECTION ONE: The President The President is the leader of the country and the head of government. All state power exercised in the country is ultimately the responsibility of the President. The President should be prepared to enforce this responsibility by consulting with, instructing, warning, and firing any person working on behalf of the state. The President is controlled by the player whose party holds the Head of Government cabinet portfolio. The specific powers and duties of the President are to A. Decide strategic objectives and direction of the country B. Oversee the cabinet, government, and legislature to ensure they achieve the President's strategic objectives and direction; do cabinet ministers' jobs if they slack off; speak to cabinet ministers, warn them, or fire them if they fail to do their jobs well C. Preside over the legislature *Ensure decorum necessary to facilitate the legislature's work *Enforce legislature rules, rp laws, laws, and the Constitution *Ensure the legislature remains active and responsive to the RP situation in the country, in foreign countries, and on the forum by supporting and proposing new laws *Nominate a character from any party as Vice President (internal affairs minister) to preside when the President is unable or unwilling to preside, or to preside permanently D. Keep the country engaged and responsive to RP in foreign countries and on the forum E. Support and defend the Arkhē Muhmenhes (Cobura) and Ezinsundu F. Oversee and consult with the Head of State and the monarchy controller to ensure they are doing their job well ARTICLE TWO SECTION TWO: The Vice President The character who holds the Internal Affairs cabinet portfolio is the Vice President of the country because the Justice Minister handles domestic security and there's nothing else for the IA Minister to do. The powers and duties of the Vice President are to A. Act as the President's adviser and assistant: help the President run the country and complete any tasks the President needs done B. Oversee the cabinet to ensure ministers are implementing the President's objectives and direction C. Preside over legislative debates whenever the President is unavailable or doesn't want to D. Act as President if the President is unavailable or inactive E. Write and amend RP laws when appropriate and lobby other parties to vote for them ARTICLE TWO SECTION THREE: The Foreign Affairs Minister The powers and duties of the Foreign Affairs Minister are to A. RP on behalf of the country on the forum B. Write and negotiate appropriate treaties and lobby parties in Hawu Mumenhes and signatory countries to vote for the treaties C. Review old treaties; if they are not good for Hawu Mumenhes, make a bill to repeal them and lobby other Hawu Mumenhes parties to vote for the repeal D. They should generally have gotten their position by being the eldest child of the previous monarch or the eldest child of the eldest child of the previous monarch. However, the Head of State may adjust the law of succession as appropriate after consulting the President. The hereditary monarch must never have or exercise any power in government, and should also avoid making public statements since any interest in their statements would be due primarily to their inheritance, which is antithetical to the principle of democratic self-governance. The hereditary monarch should dress and carry themselves in a way befitting the dignity, custom, and values of the nation and appropriate to their high office. However, in case of differences, the Head of State is the head of the royal family and the royal house and has the final say regarding any disputes regarding or within the royal family. The monarchy, including the office of Head of State, should be financed by the royal family members themselves through passive income yielded from inherited properties and securities. The management of any companies controlled by members of the royal family should be carried out by one or more independent trusts operating on their behalf. The President and Head of State should avoid the use of public funds to support the work or living expenses of the Head of State or any other member of the royal family. The heir apparent and any heirs in waiting should only marry persons elected for them by the People. About the Peraa and Hmtnesew: I spoke to the Cobura ruling party and he gave us permission to invent a Coburan prince to be Peraa. What I'd like to say is that Baroness Nozizwe's daughter was a second wife of the recently-deceased King of Cobura Saksoure IV. They had a son who is a brother of the current King of Cobura. He can come here to be Peraa and marry your HoS candidate (woman). Also do you have anyone in mind for the pictures of the first Peraa and Hmtnesew? I'd love to see Eddie Murphy and Iman from that Michael Jackson video where they played Rameses II and Nefertari. A cool thing about it is that I used Eddie Murphy for an Ibutho king so we can say 'look at the remarkable resemblance' in RPs. |

Message | I love this constitution. I just have one concern. What if a president issues an abdication order just to get more power for them in whatever way they can. I think there should be some kind of safeguard against that. Also I would suggest getting rid of the 'the' portion of the Presidnet's title. Finally, I'd replace Hamse with Mumenhes since I"m positive that Hamse is Ptah. Yeah we can do the Eddie Murphy photos (by the way, I love that music video).
