Legislation authored by Senator Adam Clooney (L-FS) to truly grant transparency between the Federal Republic and Hutorians. Article I. Freedom of Information I. All classified files are released after a set period of time. II. Files that are deemed dangerous to national security can be sorted as Class I, setting the period of time as 85 years from date of classification as Class I. III. Class II files set period of time as 50 years from date of classification as Class II. IV. Class III files set period of time as 35 years from date of classification as Class III. V. Once files are sealed they are to be classed into one of the three classes. VI. The Ministry of Foreign Affairs and the Minister of Foreign Affairs have final say over classification of files pertaining to foreign matters. (only exception being the Chancellor of the National Senate or the President of the Federal Republic). VII. The Ministry of Internal Affairs and the Minister of Internal Affairs have final say over classification of files pertaining to domestic matters. (Only exception being the Chancellor of the National Senate or the President of the Federal Republic). VIII. The Chancellor of the National Senate holds the authority to extend the seal on classified documents but the extension can be no longer than 25 years and can be overidden by the National Senate. |

Message | Mr. Speaker We are fundamentally against the release of classified material, especially that information which is a possible threat to national security. However should the Liberals wish to go this path, further regulations need to be imposed so that this is done properly. It needs to be stated explicitly who has the authority, either individuals or government organizations to classify information. There should also be an additional amendment that gives the Chancellor or the Senate the write to vote to extend the seal of classified files.
