Description[?]:

Article I.) Upon the passage of this Bill Hutori will permit the creation and use of Private Military Corporations, here in after known as PMCs, within its borders.
Article II.) Private entities wishing to create a PMC will need to apply for a PMC licence from the Ministry of Trade and Industry.
Article III.) Any Foreign PMC will need to apply for an Operating License to operate within Hutorian Borders from the Ministry of Trade and Industry.
Article IV.) The Minister of Trade and Industry gives final approval for any PMC License, however maybe overridden by the Chancellor of the National Senate or by a simple majority vote from the Senate.
Article V.) The equipment usable by PMCs within Hutorian borders will be strictly regulated by the Ministry of Defence and an advisory board from the Hutorian Armed Forces.
Article VI.) The amount of armed operators, which in includes any employees with license or training to use any type of firearm, or utilize a Armed vehicle, will be strictly regulated and overseen by the Ministry of Defence.
Article VII.) Any PMC's in breach of any Article of this law will face an automatic rejection of their license to operate in Hutori.

MessageMr. Speaker,

While we aren't exactly ethused at the idea of this proposal we are willingly to hear Senator Snow out. Is there going to be any supervision or regulations to make sure that these PMCs don't grow too large?

Fundamentally, this seems like a very very dangerous idea; allowing militias to operate as profitable corporations. How long is it before we are fighting these PMCs within our borders. One might be lead to believe this is a move by the Monarchist to make the Republic vulnerable and as a move to try to kill the Republic from within.

Ultimately I don't believe it would be in the best interest of literally anyone to see this bill get passed.
