| This law would allow the public flogging or birching of all Beluzians (above the age of 14) convicted of an offence in a recognised court of law. This punishment can be given seperately or in addition to a custodial or community sentence. The punishment may not be allowed to endanger the life of the convict or be used to the extreme where it becomes an indirect form of capital punishment. A judge is responsible for the severity of the punishment, however a doctor will report directly to judge on the maximum safe limit of the punishment. |
