Description[?]:

This bill seeks to formally define the powers endowed to the executive and it's members. In addition this bill also serves to reinstate the position of Chancellor.


Section 1) The President

Article 1)

The President has the right to appoint Justices to the Supreme Court when one of the existing Justices is found either incompetent or has deceased. This appointment must be approved by a majority of the Senate.

Article 2)

The President is to act as the Commander in Chief of the Hutorian Military.

Article 4)

The cabinet is to serve as the President's advisers in matters of state.

Article 6)

The President's duty is to uphold the law to the best of his or her ability, to defend the nation and it's people and to conduct international relations.

Article 7)

The aforementioned duties can be delegated to the appropriate members of the cabinet.


Section 2) The Chancellor

Article 1)

The Chancellor serves as the chair of the cabinet, at the behest of the President and is the next in the line of succession.

Article 2)

The members of the cabinet answer to the Chancellor and must carry out his or her orders unless they directly contradict those of the President.

Article 3)

The Chancellor has the right to call a vote of no confidence in the President. If done each member of the cabinet must vote either in favor of the President or against him or her.

Article 4)

In the event that a vote of no confidence is passed the Chancellor will serve as the interim President until elections can be called. It is therefore the duty of said Chancellor to call for elections as soon as possible.


Section 3) The Cabinet and Line of Succession

Article 1)

The cabinet members may be required to submit reports on their Ministry's progress at the Chancellor's or President's leisure.

Article 2)

The aforementioned reports can include but, are not limited to Intelligence, Financial and Action Reports.

Article 3)

The Chancellor may dismiss a member of the cabinet with sufficient cause and Presidential approval. However, likewise the President must receive approval from the Chancellor before dismissing a cabinet member.

Article 4)

The cabinet serves at the Chancellor's and President's behest and as such is required to accomplish the goals of the administration to the best of their ability.

Article 5)

The line of succession is as follows: the Chancellor, the Speaker of the Senate, the Foreign Affairs Minster, the Internal Affairs Minster, the Defense Minister, the Minister of Justice, the Finance Minister, the Minister of Trade and Industry, the Minister of Science and Technology, the Minister of Education and Culture, the Minister of Food and Agriculture, the Minister of Health and Social Services, the Minister of Infrastructure and Transport and then the Minister of Environment and Tourism.

MessageThis bill is written in corporate jargon, we can't vote for something we can't understand. We don't need a separate head of state anyway, just combine the two roles. If the Prime Minister doesn't like that, he should just get a real job like the rest of good hard-working folks that contribute to society.

First I would like to say that I don't see any reason to change the name of the Head of government position. Prime minister is a great name and i don't think we should change it.

secondly, I like the idea of the Federalist Party of given to the president a realy clair role in our governement. But, the Federalist Party must understand that sometime the president is member of a party that is in the opposition. In that case the political stability in Hutori would be in great danger. The head of government shouldn't be under the autoritie of the head of state they should be two different offices with different jobs and responsability.''

MessageMr. Speaker,

I understand the skepticism expressed by the Progress Party. However, to address the first assertion the reason we seek to change the name is that minister most typically refers to a minister of parliament which would be an inaccurate representation. Also we are seeking to restore the office of Chancellor it is the traditional name of the office and we would like to see a return to it.

As for the responsibilities given to each position we have actually changed the shift of power as of now all the true power rest with the President with the Chancellor serving merely as the head of the cabinet. This bill seeks to add checks and balances to that by investing some power to the Chancellery.
