Article I.) Universal Child Care Benefit
Section 1.) The Federal Government's Universal Child Benefit is hereby discontinued.

Article II.) Federal Child Care Benefit
Section 1.) The Federal Ministry of Health and Social Services establishes the Federal Child Care Benefit Program (FCB)
Section 2.) Families who make less then a combined household income of 40,000 HLR per annum will be entitled to this program.
Section 3.) Families under the FCB Program will recieve 4,250 HLR per child annually.
Section 4.) Children are no longer applicable to be claimed under the program upon reaching the Age of Majority.
