Article 1) Upon this bill's passage the Defense Advanced Research Project & Production Organization or DARPPO will be created. Article 2) DARPPO will oversee all defense production and research to ensure that all government funds are being used correctly and in an efficient manner. Article 3) All technologies developed under DARPPO will only be eligible to be sold to Hutorian government and her close allies. Article 4) Research grants will be administered by DARPPO and be provided to research professors and graduates who meet DARPPO criteria. |

Message | Mr. Speaker, Contrary to the NPP's belief we currently make nothing and the that is for two reasons. The first is that we do not hold the rights to our greatest technologies patents to our best fighter are jointly held by JetStream Aerospace and the Horizon Technology Corporation. Therefore we could either revoke their patents or we are forced to manufacture substandard craft. Since there was no specification in the defense nationalization bill we have been force to do the latter. Secondly, we are both the manufacturer and the consumer of these goods so at the very best it is a wash and in reality were are still paying for these products. And while yes this bill would mean that defense industries would get profit. This bill also proposes that grants for high level research is to be given to our nation's universities. This will help further education and technological innovation which will not just benefit the defense industries but, in actuality all industries. Both of which are lacking under the current system, to be a leader in the world we must also be at the forefront of technological progress and this is the most efficient way of doing it. So I will reformulate my question: Who would get all the profit from the selling of arms to foreign countries? Secondly, Madam Owens has bring up a point about patent. She said that or we have to revoke technologie patents or we have to manufacture substandard craft. Why can't we just buy the patenst? Message | Madam Speaker, What the former defense minister says is incorrect. We currently have no contracts with foreign country as to the purchase of our weapons. So the answer would be no one I guess, as to who would get the income under the provisions of this bill it would of course be the private defense firms. We made no attempt to hide that. Actually companies such as Horizon Technologies and Carmichael Industries have taken their production facilities elsewhere. So our choices are to continue to buy our HF-35s from them while losing Hutorian jobs, make due with substandard craft, revoke the patents or re-privatize the industry and regain those Hutorian jobs. Message | Honourable Members of the Senate General Owens is correct. While Horizon Technology Corporation is a Hutorian Corporation, our Defence production facilities are in fact located in foreign nations. Zardugal, Lodamun, Kalistan and other nations produce the HF-35 for us and we sell the finished product directly to Hutori when purchases come in. We are not in contravention of Hutorian LAW either as HTC sells it self as primarily an Aerospace Development and Research Firm Further we have no desire to sell the patents to the Hutorian Government nor do we believe our partners at Carmichael Industries wish to sell their half of the patents.
