| Mr.Speaker, Our Country is one of the Most Developed Countries in the whole of Terra and is an economic and Military Superpower.But what is the use when we keep all of our bounties and Surplus with ourselves?That isn't reflective of Hutorian Generosity and our nature.Therefore, Through this act,we intend to provide Moderate Levels Of Funding To Countries in need.
