Message1. Crime increases.
2. The signatory states convene to help each other in any case of military aggression from outside in all possible ways, as this is also known as a Mutual Defence (sic) Pact between all signatory-members. (Not our duty)
3. No ATS Nation will enter into a mutual protection pact with a Non-ATS member without an explicit cause stating that they are free from obligation to declare war on any ATS Nation. (Sovereignty, over mutual reliance)
4. Both nations shall pledge the full due process of law to citizens of the other in legal matters and the condition of extradition is confirmed. (Giving up our own ....... treason??
5. If a nation has declared a state of emergency, the other will ship food, water, and other essential needs to them. (we already have a small surplus.... We cannot help others and with better governance, we can only help our own fellow citizens.

Random fact: Moderation will not approve a Cultural Protocol request within the first 48 hours of it being requested. This is in order to give other players a chance to query the proposed changes, if they wish to do so. Moderation may be approached for advice on a proposed change, but any advice proffered should always be understood under the provisio that no final decision will be made until at least 48 hours after the request has been formally submitted for approval.
