One of Lourenne's most enduring and admirable features is our respect for human rights. Lourenne, despite being a developing country, is miles ahead of many others on issues such as the death penalty, physical punishment, and torture. Yet through one loophole in the law, the State can effectively sentence foreign criminals to these punishments at their government's request. How can we say we respect the right to life when, should a government which administers the death penalty call upon Lourenne to extradite a capital criminal, we deliver them?

Thus, this bill proposes to restrict the conditions under which extradition requests may be granted to only those countries where the death penalty, torture and physical punishment are not practiced. For the purpose of human dignity and rights, I hope all members of this Assembly will vote for this motion.

The PCL agrees regarding one issue within this bill. That capital punishment is the incorrect method of dealing with convicts and criminals, and that, within an ideal world, we would see all nations outlaw the practice, in favour of more retributive methods of punishment.

Having said that, I am speaking now to inform you that the PCL will not be voting for this amendment in legislation. Whilst in all sincerity we reject the, what we view as a heinous act, of placing somebody to death, we as a country have no right to block the legislation within another nation. Regardless of our view, it is not right that we should enforce it upon another country. That is not the tolerant nation that the PCL view Lourenne to be. We should attempt to alter their opinion through diplomatic processes, and talks between our nations instead.

To add to that, these foreign criminals are fully aware of what the consequences may hold for them should they be apprehended. It is quite clear, that in cases where the death penalty is applied, that these criminals are participating within organised crime, and it is not as if these people are ignorant of the law. As a result, we should not bar justice within that nation being distributed, regardless of whether it is inhumane or not.

Furthermore, the current legislation is not a mandate for pursuing extradition treaties. It is only a grant to pursue extradition treaties, should the government so wish. This is convenient as it will help prevent us extraditing criminals to countries where the death penalty is overtly used, for example in the case of sentencing someone to death in the case of minor crimes. The government reserves the ability to not pursue extradition treaties when discussing criminals from nations such as Jalbania or Hawu Mumenhes, which the PCL sees as only right and proper.

We thank the Assembly for listening to our counter argument regarding this legislation alteration, and begs it to vote against this amendment to the law.
