| The Landsturm Decree (Dundorfian: Landsturm Dekret) was written first written by State Chancellor Regismund von Petrov, former Minister of Defense and Generalfeldmarschall Bonifaz Voll and Inspector-General of the Armed Forces of Dorvik. This is a revision to the Landsturm Decree to be made more appropriate to modern Dorvik. O V E R V I E W The Landsturm Decree is a mass mobilization of the Dorvish people to defend the homeland against foreign invasion, significant public or internal disharmony. The Landsturm Decree was developed by a joint military-political council and alongside the State Security and Defense Council. The 4202 Revision of the Landsturm Decree was drafted by Minister of Defense and Inspector-General of the Armed Forces of Dorvik Regismund Dietmar von Rohr-Mauss. Article 1 - P U R P O S E Section I - The Landsturm Decree is meant as a last line of defense against an imminent foreign invasion or mass foreign infiltration of Dorvish territorial sovereignty. The Landsturm Decree is meant to be activated in times of grave emergency for the Dorvish state and to better assist the Dorvish people in protection of their freedoms and rights; Section 2 - The Landsturm Decree provides that 1/3 of the Dorvish population of men and women between the ages of 18-60 will be mobilized within 72 hours of declaration of the Landsturm Decree, information regarding the aforementioned section will be located in Article 2 of the Landsturm Decree. Article 2 - A C T I V A T I O N & U S A G E Section 1 - The Landsturm Decree may only be activated by the head of state (currently President of the Federal Republic of Dorvik) during a declared state of emergency (http://classic.particracy.net/viewbill.php?billid=516201) or if the sovereignty or territorial integrity of the Dorvish state in imminently threatened; Section 2 - The Chief of the Landsturm Army will be charged with ensuring appropriate provisions and management of the Landsturm Army. The Chief of the Landsturm Army as well as the Landsturm Army Office will be subordinate to the Federal General Inspectorate of the Armed Forces of Dorvik underneath the Ministry of Defense of the Dorvish state; Section 3 - The Landsturm Decree may be suspended or ended by the head of state or a unanimous vote of the Dorvish national legislature or if the state of emergency is declared over; Section 4 - When the Landsturm Decree is activated the head of state maintains de facto command of the Landsturm but operational and logistical direction is underneath the direction of the Chief of the Landsturm Army and the Inspector-General of the Federal General Inspectorate of the Armed Forces of Dorvik. |

| Message | Herr Representatives, We are unsure why anyone would vote no to the absolute last option when it comes to an invasion of mainland Dorvik, in place of using nuclear, biological or chemical weapons we will instead use our people, which has always been a city's strongest tower of defense. | Message | Mr. von Rohr-Mauss, We upkeep the Fedral Armed Forces in order to protect our citizens from proposals like this. We do not find the need to risk lives of our citizens who are not the professionally trained military personnel. The numbers in this proposals are alarming. | Message | Herr Scherzinger, That is correct, we do have the Federal Armed Forces but in the event that the Federal Armed Forces needs to be assisted in the face of a drastic defeat, those citizens who are able to serve should come to the defense of the Federal Republic. You have to remember, this is going to be for the future and since National Service is likely to be re-introduced, those men and women aged 50 to 60 will have experience in being mobilized, they will have that experience overall and will be an asset to us.
