Article 2 and 3 expand the educational system and do not cause devolution.
We would like to hear why the DAF thinks it would lead to more devolution? Article 1 is also an article to strengthen local governments in they're ability to facilitate higher education.

We believe that Article 1 significantly promotes devolution, seeing that Local governments will have the privilege to decide what to spend the money on.

Besides: We do not agree with the poliy of nationalization of the education that the DKF is pushing for.
