Description[?]:
This bill seeks to formally define the powers endowed to the executive and it's members. In addition this bill also serves to reinstate the position of Chancellor. Section 1) The President Article 1) The President has the right to appoint Justices to the Supreme Court when one of the existing Justices is found either incompetent or has deceased. This appointment must be approved by a majority of the Senate. Article 2) The President is to act as the Commander in Chief of the Hutorian Military. Article 4) The cabinet is to serve as the President's advisers in matters of state. Article 6) The President's duty is to uphold the law to the best of his or her ability, to defend the nation and it's people and to conduct international relations. Article 7) The aforementioned duties can be delegated to the appropriate members of the cabinet. Section 2) The Chancellor Article 1) The Chancellor serves as the chair of the cabinet, at the behest of the President and is the next in the line of succession. Article 2) The members of the cabinet answer to the Chancellor and must carry out his or her orders unless they directly contradict those of the President. Article 3) The Chancellor has the right to call a vote of no confidence in the President. If done each member of the cabinet must vote either in favor of the President or against him or her. Article 4) In the event that a vote of no confidence is passed the Chancellor will serve as the interim President until elections can be called. It is therefore the duty of said Chancellor to call for elections as soon as possible. Section 3) The Cabinet and Line of Succession Article 1) The cabinet members may be required to submit reports on their Ministry's progress at the Chancellor's or President's leisure. Article 2) The aforementioned reports can include but, are not limited to Intelligence, Financial and Action Reports. Article 3) The Chancellor may dismiss a member of the cabinet with sufficient cause and Presidential approval. However, likewise the President must receive approval from the Chancellor before dismissing a cabinet member. Article 4) The cabinet serves at the Chancellor's and President's behest and as such is required to accomplish the goals of the administration to the best of their ability. Article 5) The line of succession is as follows: the Chancellor, the Speaker of the Senate, the Foreign Affairs Minster, the Internal Affairs Minster, the Defense Minister, the Minister of Justice, the Finance Minister, the Minister of Trade and Industry, the Minister of Science and Technology, the Minister of Education and Culture, the Minister of Food and Agriculture, the Minister of Health and Social Services, the Minister of Infrastructure and Transport and then the Minister of Environment and Tourism. |
