Description[?]:

Mr Speaker, we believe that the state must abolish this economically reckless policy of paying phone bills for all citizens. Mr Speaker, we have seen a decline in poverty and unemployment with an increase in wages. We believe that citizens can afford to pay their own telephone bills.
However what we are proposing in this bill, is that to prevent telephone service providers from abusing the consumers by raising rates exorbitantly, we will regulate prices by placing price caps which will be high as not allowing companies to charge no more than 0.35MCR per minute in calls and 0.25MCR for data services.

The ACT should have clauses that allow state subsidizes of the phone services of low income families, and regulates the rates providers can charge for phone service.
