This Bill seeks to place this bill for review before parliament that may see alterations and amendments to this Act http://classic.particracy.net/viewbill.php?billid=513614 which outlined the following:

Preamble: The governing body of the State of Malivia shall be known as the Cabinet which is responsible for coordinating and creating policy and shall be made up of many members as possible within the confines of the game. The Head of the Cabinet/ Government shall be called Prime Minister unless stated otherwise by in game rules.
The President may also be deemed to command the Government if the same political party occupies both the offices of Head of State and Head of government.

An exception to this rule will be where two different parties occupy Head of State Office and Head of Government Office, then the Government will be deemed to be commended by the Prime Minister.
Therefore, for example, If Fatherland Front Party occupies both the Office of the President and Office of the Prime Minister, then the Government will be deemed to be commanded by the President.

However, if the Unity Labour Party occupies the Office of the President but Fatherland Front Party occupies the Office of the Prime Minister, then the Prime Minister/ Fatherland Front Party will be deemed to command the Government and seen as superior to the President which will be known as a period of Cohabitation.

Cohabitation - Is defined as a system of divided government where the Head of State and Head of Government comes from a different political party.

Section (1)- There shall be thirteen Ministers of Cabinet. The Positions of cabinet are as follows from highest to lowest ranking member- Prime Minister/ President (When applicable in practice or change in game law), Finance Minister, Foreign Affairs Minister, Defence Minister, Internal Affairs Minister, Justice Minister, Education and Culture Minister, Health and Social services Minister, Infrastructure and Transport Minister, Trade and Industry Minister, Science and Technology Minister, Environment and Tourism Minister and Food and Agriculture Minister.

(A)- The position of Prime Minister may be filled by any party and must be supported by all members proposed in the cabinet to be the Head of Government.

(2) The is the establishment of the Office of Deputy Prime Minister, who will be the minister of Foreign Affairs , that will act as Prime Minister in the absence of the Prime Minister due to illness, death etc

(B) A cabinet is deem formed when proposed by a party and all parties nominated to cabinet vote in favour of such a bill.

(2)The cabinet should in principle be made up of the President of Malivia as he/her is elected by a vast majority of the population, but he or she do not have to be the Head of government.

(B) The President may only command the Cabinet/Government where the game rules plainly state to allow him or her to be Head of government or when the Head of State and Head Of Government are from the same political party.

(3) All members of cabinet are sworn to collective security thereby, they should support whatever policy decision that is made by cabinet

(4) Policy related bills, specifically on finance and foreign affairs must be debated in Parliament no less than 4 game months.

(B) A bill from Cabinet, specifically on finance and foreign affairs shall not deem to be passed once it is not supported by the majority of cabinet nor parliament

(5) A cabinet member may move a motion of no confidence against the Prime Minister or a member of cabinet once they believe there is great cause to do so especially on grounds of non-performance or loss of confidence in them to govern.

(B) A motion of no confidence against a member of the cabinet must be debated no less than 9 game months and can be successful once voted by a majority of members of the cabinet and parliament

(C)Upon Successful passage of a no motion Bill against a member of the cabinet, the President will ask for the resignation of the party involved, which they will have 3 months to do so.

(i) Failure of the member to resign, the minister can be fired through the proposal of a new cabinet by any party which in effect will be a cabinet reshuffle or formation of a new government.

(6) The President is exempted from the vote of no confidence motion, unless, such vote comes from the entire legislature, which must be supported by 51% of parliament that will lead to call for fresh elections.

(ii)A motion of no confidence against the President can only be passed through the request of a bill demanding fresh elections and passed by majority of parliament

This bill must be passed by 66% of the legislature and be amended or repealed by 55% of parliament.
