(This bill was proposed bi the minister of Finance Frederick Mulroney)
By fully nationalising the alcohol industry we will not only bring to the government a new source of revenue, but it will also permit us to easily enforce clear regulation on the alcoholic beverage industry.
Provision;
Article 1) A new state owned company will be created. This company will be called the Hutori Alcohol Corporation (HAC)
Article 1.1) The HAC will be under the control of the ministry of Finance
Article 2) The entire alcohol industry will be nationalised and put into the control of the HAC
Article 3) The HAC will be responsible for the direct selling of alcoholic beverage.
Article 4) The production alcohol will stay to the private sector but will be regulated and oversee by the HAC
Article 5) Restaurants, bars, casinos and every private company based on entertainment will still be allow to sell alcoholic beverage but they won't be allow to have any other provider than the HAC itself.

I should reminde to our honourable NP colleagues that monopolies are forbidden from our country, and are actively broken up. However, we think that nationalization works in various sectors, such as public transport, manufacturing industries of fuels and energy and comunication. In substance every sectors that needs big employment of capitals. But alcoholic beverages it isn't one of them so we can't support this bill.

This is just another attempt by the Federal government for overreach in an area that it doesn't need to be nor would it even he the right Department to oversee it. Provincal Governments for a far better job regulating alcohol and not involving themselves in the sale then we could.

We must reiterate the sentiments of our Conservative colleagues this is government overreach pure and simple. In addition this is an academic failure on the NPP's part because any cursory study in the field of economics will show that free market systems are always better equipped to provide for a positive outcome than the government is.
