OOC: this will be the meeting ground between the Adelian government negotiating team and the Federal Government as they work to establish the agreement that will see Bekenial support the creation of the Kingdom of Adelia. The Federal Government will represented by the President, PM and Leader of the Opposition as well as ant other Federal party Leaders that wish to weigh in on the matter. In reality anyone can can post in here and anyone can start. Message | There are several talking points that I would like to present. 1) That the Kingdom of Adelia would be able to bestow titles and honorifics at it's discretion. 2) That the Kingdom of Adelia would be able to raise it's own army. 3) That the Steuart-Carmichael Family would be named our monarchs and that if Hutori ever develops a monarch they or their descendants are the rightful rulers. Message | No Mr. Premier those are most definitely a good starting point. I will have several others let's begin with the obvious one. So Madam President, Mr Prime Minister, I believe we should start with both the structure of our Provincal Govenment. As we have made our intentions known we wish to create a Constitional Monarchy under the Steuart Family (OOC: Richard Steuart is still alive so it's still technically just the Steuart Family under Eric takes the helm). Bekenial will not have any say over our Monarchy and Sovereign and will not be able to dictate whom can the throne after the passing of one or whether or not the Monarchy can be abolished, that decision will remain the sole decision of Acton and our Provincal government. Message | Well, I think I have already said what I had to say about this. If Adelia want a king they can have a king and Bekenial will not interfere with that. But what concerns me is, how could the monarchy be abolish? Let's say that in a distant futur, the people of Adelia don't want to have a monarchy anymore, What could they do to get back to the current system? Message | That's quite correct Madam President in the same win that we can change the structure of a government with a 2/3 supermajority any subsequent government could just as easily do the same. In matters of governance we would ask what responsibilities the Federal Government could expect to continue to hold, so that we can begin angling which abilities we may wish to adopt. Patricia Ross |

Message | There are two ways that could be handled Mr. Prime Minister. The first and more extreme is of course moving the national capital to another city, though I believe only Carter City in Falristan and Saint Adrian in Kenai would be large enough to support the infrastructure of the Federal government. There is of course the issue that Bekenial is literally the home to the entire Federal Government, the National Senate along with 24 Orange, Ross House and every official foreign embassy. The other less extreme option would simply be declare Bekenial a "Federal City" it's own district. We would expect to continue to be allowed to elect members of our Legislature there, as Bekenial is still a city in Adelia, merely one with special status as a Federal District. Patricia Ross |

Message | If the Adelian constituency in Bekenial would have us I think the second option would be better. A Federal District would save the federal government billions of dollars in costs of relocating it and it has been our nation's capital for millennia so it has a deep seated tradition that I personally would like to uphold. Message | As long as we can continue electing members of the Legislature from Bekenial to our Legislature we would have no issue continuing to host the Capital within Adelia. We are after all not leaving Hutori as a whole. On the other point Mr. President I am still curious as to what powers Bekenial and the Federal Government would lile to specifically hold for itself, so that we know what's still under Federal authority and what we will and can take control of. However, other than that Bekenial would be an autonomous city that operates under federal and city law. As we will be Semi-Autononous we are asking what powers and responsibilities the Federal Government would like to reserve for itself as entirely it's domain and which powers and responsibilities may immediately and reasonably be allowed to be taken up by a new government in Acton. |

Message | To be frank Mr. President as many as Bekenial is let us take on. As an example while we would have no issues with remaining under federal leadership in foreign policy and defence, we would like the right to establish a Provinical Defence Militia and to conduct foreign visits in behalf of the monarchy and Adelia as long as they didn't run contrary to the general foreign policy plans set forth, should there be any, in Bekenial. Message | As far as I'm aware Madam Prime Minister no. In terms of the Provincal Defence Militia I believe Bill C-27 was passed though we would seek confirmation on that. In terms of foreign policy that has always been traditionally a Purely federal matter. We are seeking confirmation within the Bill of our Automous Rights to pursue as long as the Federal government is willing to allow it to happen. Beyond that we are asking which powers the Federal government would lile to keep its sole domain. Patricia Ross |
