(This bill was proposed by the senator Lewis Morgan) It is a right for the hutorian people not to live through military dictatorship. The militaries do not have capabilities to act as a police force nor do they have the necessary formation to perform the duty of a police officer. We understand that in case of serious emergencie we must act quickly and effectively, but there is other way to do it, calling the millitary will only make the situation worst. |

Message | Mr. Speaker Senator Morgan claims that our military does not have the capability to act as a police force. However, this is unequivocally false our armed forces are more than equipped to handle such situations. Especially, in today's world where the nature of warfare has changed from that of conventional engagements to protracted counter-insurgency. In fact our military would be wholly capable of dealing with any domestic disturbance besides, our police forces don't have the rescue capabilities that our armed services do. Message | Mr. Speaker I think the minister of defence has miss my point here. This isn't about whether or not the military forces are capable of handling situation of domestic disturbance, this is about whether or not the military forces are capable of handling situation of domestic disturbance without hurting our civil rights and pouting us at risk of living trought military dictatorship. Personnaly, I believe that only trained police officers know how to maintain law and order without disrespecting our freedom and basic rights. I don't know for you but I just don't feel safe and confortable living in a country where the government can simply send the army in the streets to arrest people everytime there is a so-called ''emergencie''. -Lewis Morgan Senator fo the National Progress Party |

Message | Mr. Speaker, I believe it is Senator Morgan who missed the point, our military is not just trained in counter-insurgency they are trained to work in support of democratic governments. Their mission in this modern world is to promote, secure and defend democracy and the tenants that make it possible. If Senator Morgan believes that our men and women of our armed services are incapable of completing that objective then why should our troops even be deployed? If he believes that they are capable of the that then why are they opposing the current law? Furthermore, our government cannot just send in the military willy nilly there are clear conditions that must be fulfilled for that to occur. In addition our army corps of engineers are far more qualified to assist in the event of natural disasters than any police force we currently have. They can quickly build levees, bridges and shelters. They can quickly setup disaster relief centers and medical facilities. The reason being is due to the very nature of their craft.
