(This bill was proposed by the minister of Health and Social Services Jordan Ryan) It's not because your not a large family or a low-income family that you don't struggle to survive, many middle-income families are struggling to pay all their bills. It is always very expensive to raise a child and the government should care about all famillies whatever their income is. The child benefit program will be entirely paid by the ministry of Health and Social Services. Child benenift chart: Child benefit for families with a total annual revenu of less than 65 000 HRL: • Family with only one child; 200 HLR per month • Family with 2 children; 350 HLR per month • Family with 3 children; 475 HlR per month • Family with 4 or more children; 175 + 100 x number of children HLR per month Child benefit for familes with a total annual revenu of more than 65 000 HRL: • Family with only 1 child; 150 HLR per month • Family with 2 children; 275 HLR per month • Family with 3 children; 375 HLR per month • Family with 4 or more children; 150 + 75 x number of children HLR per month (Note: Those numbers are not bending and they could be changed by future minister of Health and Social Services if the economic situation change . For exemple, futur minister of Health and Social Services could lower the amount of money given to child benefit if the state would be in situation where it couldn't be able to afford this program anymore. The new child benefit rate will have to be approve by both the President of Hutori and the Prime Minister of Hutori before being officialy implemented) |

Of course, as I said those number are not binding and can be changed in the future by the minister of Health and Social Services. So if something happen, let's say a economic crisis, the executives will always be able to make some modification in the child benefit policy. Message | Mr. Speaker I have add some specification in the bill. First of all, the child benefit program will be entirely fund by the ministry of Health and Social Services. Because of recent bills, many things that were up to this ministry are now up to local government so the ministry of Health and Social Services have a lot of unused money to pay for this program. Secondly, if the futur ministers want to put their own child benefit rate, his rate must first be approve by both the President and the Prime Minister before being officialy implemented.
