(This bill was proposed by the minister of Environment and Tourism Harvey Adams)
The biodiversity of Hutori is not the property of one province, the biodiversity of Hutori is the property every hutorian. Whales are an endangered animal and if we don't do anything whales are going to go extinct. Some people may say that this bill infringe the provinces rights, but we believe that we shouldn't ever give to the province the power to take a bad decision, we shouldn't give to the province the right to power whaling.

While we are not necessarily in disagreement with the NPP we are a bit skeptical. What evidence do they have that whales are endangered? Furthermore, are all whales endangered? Or just some? Personally, I believe a quota system would be better than an out right ban.

Well, maybe I have exagerated a little when I said that the whales where endegered. The whales are not technically in the ''endegered'' category but, many scientist of the ministry of Environment ad Tourism have said the the humber of whale in our seas have decrease considerably over the last centuries. If we don't do anything quickly, the whales may become endegered soon and the may even go extinct in a distanc futur.

OOC: It's true that a animal that is in endegered in real life is not necessarily endegered in the game but it would make sens for whale to be endegered even in the game. As in game whale follow the same biological rules as real one, the whales are very sensible to pollution and their population grow extremely slowly and because whaling was legal for so many year it would be normal for the whale population to decrease.
And don't forget that even you claim that the whale was a endegered specie in 4136 ''Perhaps if the NPP would quit supporting legislation that prohibited the operation of Hutorian companies on Hutorian soil then they wouldn't have to propose the hunting of endangered species to supplement the Hutorian job market.'' It is of our opinion that to outright ban whaling in the province would be gross government overreach.

This decision to not support the proposal by the NPP is one of principles. Regardless of whether we agree or disagree with the whaling being done and it's effect on a decreasing species, it is not the role of our federal government to make that decision for the province.

Perhaps we should put quotas on whaling on a species by species basis. That we could preserve both our economy and the whale populations.
