Article 1)

Upon this proposal's passage the Social Security and Welfare Administration will be created under the direction of the Ministry of Health and Social Services.

Article 2)

The purpose of the SSWA is to provide for the disabled, those unable to find employment and to steward & disperse the publicly available pension system.

Article 3)

Unemployed individuals will be guaranteed full wage benefits for up to six months following dismissal. After which time wage benefits will decrease by fifty percent per month.

Article 4)

Once employed an individual must be employed for at least thirty-six months before full wage benefits maybe accessed again.

Article 5)

Disabled individuals are guaranteed an average income by the SSWA.

Article 6)

A person is to be consider disabled by the person in question's attending physician and at least two physicians from the Ministry of Health and Social Services.

Article 7)

The Public Pension Program is hereby an opt-out program, meaning that while still voluntary a person must opt-out if they wish not to participate.

Article 8)

For all PPP participants a portion of their income will automatically be deducted for PPP use.
