(This budget was proposed by the minister of Finance Tommy Kane)
Mass shooting has become a very serious problem in our society. We must give more money to our institution so they can fight efficiently agaisn't mass shooting and violence in general.

Explanation of the budget;

+ 2 000 000 000 in Internal affairs
• More money will be given to the ministry of Internal Affairs so it could give more funding to the Hutorian Federal Police Service. With that money, the HFPS will be able to increase their effectiveness in preventing and stopping mass shooting.
+500 000 000 in Education and Culture
• This money will be spent in hiring more psychologue to works in our schools. Those psycologues will be able to detect students with possibly violent behavior and they will help students with severe problems so they won't cause any harm to themselves or to others.
+500 000 000 in Health and Social Services
• This money will be spend on giving more money to public psychiatric hospitals so they could give a better service and a better treatment to patient to prevent them from causing harm to themselves or to other.

MessageMr. Speaker,

We would like to see concrete programs which the funding will go to before we can approve a nearly 4 billion HLR budget increase. How will the HFPS utilize the budget increase? Don't we already have public psychiatric hospitals? Are our schools not currently staffed with psychologists?

Furthermore, while we regret that this shooting came to pass one shooting is not necessarily a reoccurring issue. Let us investigate the cause of the most recent shooting to ascertain why it occurred and try to address that issue.

MessageMr. Speaker,

First of all I would like to correct my colluege from the Federalist Party and say that it is not a 4 billions but a 3 billions increase in our budget. We must also take into account that we currently have a 20 billions HRL surplus.

Secondly, to answer the senator Beckman questions, yes it true that we already have public psychiatric hospitals and it is also true that ours schools are already staffed with psychologists. But the thing is that both of these programs are currently quite underfunded and they are struggling to get enough employees to actually be efficient. So the point of this budget is only to give to the ministry of Educaiton and Culture enough money to hire more psychologists and to give enough money to the ministry of Health and Social services so they could hire moe staff to work in the public psychiatric hospitals.

For the senator question about th HFPS. A part of this money will simply be used in hiring more agent to become more efficient and another part of this money will be put to extend the size of the anti-terrorism division of the the HFPS so they could become better at fighting terrorism.

And yes, it is also true that one shooting is not necessarily a reoccurring issue but, I would like to point out that the point of thid budget is not only to fight agaisn't mass shooting but also to fight against violence in general.
