The order is typically only granted to the reigning Emperor and their heir, or those who are recognized as profoundly influential to the nation. Can only be granted by the unanimous consent of the National Conference or by Imperial Edict. (abstentions are counted as no votes). Recipients: ↳ Royal Majesty and Radiant Highness, Sun Lijun, Son of Heaven, King, Sovereign, and Emperor of Yingdala ↳ His Imperial and Royal Highness, Crown Prince Kai 紅鳳凰勳章 (Order of the Red Phoenix) Order reserved specifically for the Empress/Queen-Consort when a monarchy exists. Can only be granted by the unanimous consent of the National Conference or by Imperial Edict.
